MINUTES OF BUDGET MEETING HELD
MAY 10, 1562
Mayor Tyrell called the meeting to order at 9:00 P. M. for
the purpose of reviewing the budget recommendations of the Parks &
Recreation Department.
ROLL CALL: Present: Councilmen- Merritt, Nunamaker, Dickason,
Tyrell
Absent: Councilmen - Fitzjohn
Also Present: City Manager Woollett, Recreation
Director V. Kobett
Parke & Recreation Commissioners:
Lindberg, Andrist, Gunst, Gorham,Clemson
Mayor Tyrell requested the City Manager to present the re-
commended budget for the Parks & Recreation Dept. for the fiscal year
1962 -63. The City Manager first recommended that the Council first
read the 22 pages of comments on the proposed recreation department
budget submitted by Director Kobett. Following this study Mayor Tyrell
stated this meeting and action caused by the Council would be on re-
cord and the study of the above - mentioned comments should by reference
be indicated as part of the discussion. Councilman Nunamaker so moved,
Councilman Merritt seconded, and carried.
City Manacer Woollett stated the proposed budget submitted
here to the Council was the proposed budget of the Department and re-
commendations which have resulted from the detailed study of the Parks
& Recreation Commission. At this time he requested Director Kobett
to present his proposed program and budget.
Director Kobett presented Section A, Regular Program. Follow -
ing a lengthy discussion regarding the in- service training listed for
Playground Directors and a Recreation Leader the Council finally ap-
proved the request for a total of 1121 hours for a tentative figure
of $12,640.80 figured at $2,40 per hour, which may be less if at all
possible to find qualified workers at'a lesser rate per hour.
Director Kobett presented Section B, Expanded Playground
Program. Following study and discussion regarding the request the
Council approved the followings
2 Female Elementary Playground Leaders
222 hrs. x 2 leaders= 444 x $2,40= $1,065.60
Female Jr. Hi Playground Leader
149 hrs. @ $2.40= 357.60
Playground Coordinator
855 hrs. @ $2.40= 2,124.00
Saturday Play Days
12 hrs. x 2 leaders= 24 hrs. @ $2.40 57.60
Saturday Sports Program
27 days x 3 hrs.- 81 hrs. @ $2.40= 194.40
$3,799.20
Director Kobett next presented Section C, Other New Programs
and Supervision. Each item was taken separately for discussion.
Councilman Dickason asked to be excused at this time, and will study
the proposals outside of this meeting.
Under section C as follows:
Square Dancing Instruction (Youth) Fall - Winter
24 sessions (96 hrs.) @ $12.00 ea. 288.00
Following discussion this was approved by the Council with the
establishing of a fee of 25 per person per meeting to make the pro-
gram at least partially self - sustaining.
Summer Music Program
( 6 weeks) 400.00

This recommendation was discussed at length with the Commission
members strongly recommending its approval. The Council felt that
it would be a cultural development for the youth but as everything
but instruments were being furnished felt that a fee of $.50 was in
order for those taking part in this program to help defray the expense
The Council approved this recommendation subject to the fee of $.50
per person per week.
Junior High Dances (Grades 7 -8)
12 dances @ 3 hrs.- 36 hrs. x 2 leaders x $2.40 $172.80
The Councilmen discussed this recommendation and approved it sub-
ject to a l0C fee per person for each dance.
Field Trips:
Easter Vacation & Christmas trips $153.60
This was approved by the Council with no fee to be charged. The
buses are furnished and the only cost to the City is for supervision.
Tots Recreation:
64 sessions @ $7.20 per session $460.80
This was recommended as highly successful in the past and was ap-
proved by the Council as recommended.
Holiday & Special Events:
Easter $25.00
May Day 15.00
Arbor Day 15.00
Hallowe'en 50.00
Christmas 25.00
Dance Band Festival $1,000.00
Baby Contest 30.00
Special Events 200.00 $1,360.00
Commissioner Lindberg presented the proposal regarding the Dance
Band Festival as something to compare to the promotion events sponsor-
ed by surrounding cities. He explained this was for competition be-
tween combo groups such as in the High School here with groups from
other cities in San Gabriel Valley which would involve setting up a
program for participation in January and on down to preliminaries and
final competition to be a festival day, there would be an admission
charge for the event, which will pay back a part of the expense, and
this would be a fine youth program and be a big benefit to our whole
City. Following discussion it was agreed by the Council that this
would be a fine thing for the City in many ways, and they approved
this project together with the other Special Events & Holidays listed
above.
The Council disapproved the following programs:
Tennis Instruction
Tap and Ballet
Sr. High Dances
Youth Swim Club
Softball Supervision
The program regarding Gym supervision was discussed and it was
agreed by the Council that this program should be self sustaining.
Director Kobett presented Section D.
Male Leader Hours with full time Director
The Council approved the following:
33 weeks (T- }.,r -Th) @ 2 hrs. ea.
2 weeks Holidays @ 8 hrs. ea.
52 Sundays (afternoons) @ 6 hrs. ea.
14 Saturdays @ 8 hrs. ea.
Female Leader
9 weeks, Summer (M -F) @ 40 hrs.
33 weeks, Afterschool (M -F) @ 10 hrs.
33 Saturdays @ 3 hrs.
2 weeks, Christmas @ 35 hrs.
1 week, Easter @ 35 hrs.
5 Monthly Special Events @ 4 hrs.

At this time Mr. Ristow, Foreman of Park Maintenance was
heard by the Council. He requested the Council to authorize hiring
of one more permanent maintenance man at the parks. The Council
agreed to authorize this, and Mr. Ristow also requested 1200 hrs.
for recurrent hours for additional help when necessary on an hourly
basis. The Council agreed to this also.
Councilman Nunamaker moved to adjourn, Councilman Merritt
seconded, and carried, Council adjourned at 1 A. M.
