A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING
CONTRACTS FOR PROJECT MANAGEMENT AND CONSTRUCTION
MANAGEMENT/INSPECTION SERVICES FOR THE YVONNE BURKE — JOHN D. HAM
PARK SKATE PARK; AUTHORIZING THE CITY MANAGER TO APPROVE
AGREEMENT AMENDMENTS RELATED TO THE PROJECT AND AUTHORIZING THE
MAYOR TO EXECUTE THE AGREEMENTS
WHEREAS, the City of Lynwood Parks and Recreation staff published an
advertisement seeking proposals from qualified firms for Design Build Services for the
Yvonne Burke — John D. Ham Park Skate Park project to assist in the design and
construction of new park project.
WHEREAS, the City was looking for a final project that has both the Skate Park
and circuit of rollers, banked turns and features designed to be ridden completely by
riders, in a flat, open layout (for easy supervision and viewing); and
WHEREAS, On September 5th, 2023, The City Council awarded a contract to
Grindline Skateparks for design -build services; and
WHEREAS, in order to complete the project in a timely manner and within budget,
staff submitted an RFP for Project Management (PM) and construction
management/inspection (CM/I) services; and
WHEREAS, Staff received a proposal from AMN Management and Transtech
Engineers Inc. for project management services for the Project in the amount of $20,000
and $24,708 respectively; and
WHEREAS, the proposal from AMN Management will act as an amendment to the
existing agreement with the City; and
WHEREAS, staff submitted a request for proposals from the City's On -Call
consultants and selected Infrastructure Engineers for construction
management/inspection services in the amount of $135,520; and
WHEREAS, the selected consultants have shown that they have the necessary
experience, responsiveness, and acceptable fee to perform this work; and
WHEREAS, the proposed PM and CM/I cost are less than the project budget
amount and no additional funding is needed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct and incorporates them herein as findings and
as substantive part of this Resolution.
Section 2. The City Council of the City of Lynwood authorizes the Mayor to
execute the agreements between the City of Lynwood and the selected consultants for
project management and construction management/inspection services.
Section 3. The City Council of the City of Lynwood authorizes the City Manager
under LMC 6-3.15(d) to exceed the specific dollar amounts or percentage limitations
under LMC 6-3.15(a) and authorizes the City Manager to approve consultant, vendor
agreements, modifications, change orders, or agreement amendments related to the
Project up to the available Project Budget.
Section 4. Authorize the Mayor to execute the Resolution for and on behalf of
the City of Lynwood.
Section 5. This Resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this Resolution and
hereafter the same shall be in full force and effect.
