MARCH 18, 2014
The City Council of Medina, Minnesota met in special session on March 18, 2014 at 6:00
p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Weir, Martin, Martinson, Anderson
Members absent: Pederson
Also present: City Administrator Scott Johnson, City Planner Dusty Finke,
Public Works Director Steve Scherer, and Public Safety Director Ed Belland.
II. Agricultural Preserve
City Planner Dusty Finke provided background information on the Agricultural Preserve
exemptions impact on road assessments and discussed how many parcels currently
participate in the program. The City Council discussed the policy implications for
exempting Agricultural Preserve properties, how Agricultural Preserve properties
compare to Green Acres properties, and the tax implications for other Medina Taxpayers.
Staff was directed by the City Council to bring back a draft policy for discussion at a
future meeting.
III. Old Water Tower Site (Pinto Drive) Discussion
Staff provided a brief history of Verizon Wireless' plan to build a new
telecommunications tower on the existing old water tower site on Pinto Drive, the costs
to remove the existing old water tower (approximately $45,000), and the City's
ownership of the parcel. Staff was directed to move forward with the plan.
IV. Metropolitan Council Master SAC (Sewer Availability Charge) Deferral
Agreement
Staff brought forward information on the Metropolitan Council program and the City's
current three-year deferment program on water access charges (WAC), sewer availability
charges (SAC), and park dedication fees. The City Council discussed the policy
implications of extending the SAC deferment up to 10 years under the Metropolitan
Council program. The City Council directed staff to move forward with the Met Council
deferral agreement. The deferral under the Met Council program will be for three years
to match the current City deferment program.
