A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING AN AWARD OF CONTRACT TO LANWAN ENTERPRISE FOR THE
LYNWOOD PARK WIFI PROJECT - PHASE 2.
WHEREAS, Phase 2 of the Lynwood Park Expansion Project will include providing
WIFI throughout Lynwood Park. It includes various internet and WiFi routers that will be
installed throughout the park area; and
WHEREAS, The City of Lynwood is looking for an opportunity to effect change and
bridge the gap of the digital divide by implementing free WiFi at Lynwood Park; and
WHEREAS, Access to affordable and reliable internet connectivity has become
increasingly essential in our daily lives. It has a profound impact on education, economic
opportunities, healthcare, and social engagement; and
WHEREAS, The availability of public WiFi in the park will serve as a valuable
resource for the community, enhancing the overall experience, promoting digital inclusion
for all residents and stimulating economic growth and community development; and
WHEREAS, Public Contract Code Sections 10290 et seq. and 12105.5, include the
approval for local government agencies to use California Multiple Award Schedule
Contracts (CMAS) for acquisition of information technology and non -information technology
products and services. Public Contract Code 10298 and 10299 authorizes local
government agencies to use CMAS without competitive bidding; and
WHEREAS, LAN WAN is recognized as a certified CMAS contractor by the
California Department of General Services ("DGS"). LAN WAN's proposal includes the
desired equipment, the corresponding CMAS numbers, the number of units and the unit
price. In addition, copies of the relevant DGS Multiple Award Schedules and the
corresponding CMAS numbers are attached; and
WHEREAS, Staff recommends the authorization for the utilization of Information
Technology Goods & Services for CMAS Contract# 3-23-05-1052, CMAS Contract# 3-22-
10-1022 to LAN WAN for the procurement and installation of the WiFi network in Lynwood
Park for the proposed amount of $492,946.57; and
WHEREAS, the estimated total project cost of Mega Playground Design -Build
Project (Phase 1) and Lynwood Park WiFi Project (Phase 2) is $9,097,000; and
WHEREAS, The City Council has approved FY24 Budget of $9,550,000 in General
Funds, Measure A, and 2019 Lease Revenue funds for both the Design Build Services for
the Mega Park Playground Project (Phase 1) and Lynwood Park WiFi Project (Phase 2);
and
WHEREAS, No additional funding is needed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct and incorporates them herein as findings and as
substantive part of this resolution.
Section 2. The City Council of the City of Lynwood authorizes the Mayor to execute
the agreement between the City of Lynwood and LANWAN Enterprise in a form approved
by the City Attorney in the amount of $492,946.57.
Section 3. The City Council of the City of Lynwood authorizes the City Manager
under LMC 6-3.7(d) to exceed the specific dollar amounts or percentage limitations under
LMC 6-3.7(a) and authorizes the City Manager to approve consultant, vendor agreements,
modifications, change orders, or agreement amendments related to the Project up to the
available Project Budget.
Section 4. Authorize the Mayor to execute the Resolution for and on behalf of
the City of Lynwood.
Section 5. This Resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify to the adoption of this Resolution and
hereafter the same shall be in full force and effect.
