HomeMy Public PortalAboutResolution 13-15 Personnel Policy ManualRESOLUTION NO. 13-15 A RESOLUTION OF THE CITY OF McCALL, IDAHO, AMENDING THE PERSONNEL POLICY MANUAL AND PROVIDING AN EFFECTIVE DATE. WHEREAS, it was identified that there is no provision in either the McCall City Code or in the McCall Personnel Policy Manual giving the Department Heads the authority to hire and terminate employees within their department; and WHEREAS, the Council adopted the current Personnel Policy Manual on November 4, 2009. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of McCall, Idaho as follows: Section 1 This Resolution repeals the Personnel Policy Manual Adopted November 4, 2009 Section 2 Several revisions have been completed in the revised Personnel Policy Manual. The significant revisions are as follows: 1) At -Will employment has been defined. (page 2 (ii)) 2) Department Heads are authorized to hire and terminate employees within their department, subject to approval of the City Manager. (page 7) 3) Title Personnel Manager has been changed to Human Resources Manager throughout the entire Personnel Policy Manual 4) Human Resources manager is given authorization to hire temporary and or seasonal employees for the City, subject to approval from the Department Head in which the employee will be assigned. (page 8) 5) Personnel Records — Changed the storage location to accurately reflect current practice. Personnel records will be kept in the Human Resources Office or archived in the City Vault as opposed to stating personnel records are stored in the City Vault. (page 9) 6) Personal Performance and Behavior — Added a reference to the City of McCall Vehicle Use Policy instead of the former definition which was very confusing. (page 12) 7) Payroll Procedures and Paydays — Corrected to say paychecks compensate employees for work performed in the pay period preceding instead of proceeding. (page 23) 8) On -the Job Injuries — Added language that requires medical release that outlines any work restrictions from physician prior to an employee returning to work. (page 24) 9) Vacation Accrual — Corrected part time employee accrual rates that were incorrect in the Personnel Policy Manual. (page 26) 10) Recognized Holidays — Removed Columbus Day and added day after Thanksgiving (page 29) 11) FMLA — Added clarifying language stating leave can be used for a family member who has a serious health condition. (page 30) 12) Definitions — Added definitions for Discriminatory Harassment, Discrimination, and Retaliation. (page 41) Page 1 of 2 Resolution 13-15 Personnel Policy Manual September 12, 2013 Section 3 This Resolution adopts the Revised Personnel Policy Manual, attached here to as Exhibit A, which Manual shall bear the date of this resolution.
