MINUTES OF REGULAR MEETING
MAY 14, 1962,
1, INITIATION: The regular meeting of the City Council of the City
of Temple City was called to order by Mayor Tyrell who led the

3. INVOCATION: City Manager Woollett gave the invocation.
4. ROLL CALL:

ALSO PRESENT: City Manager Woollett, and City Attorney Shatford.
5. APPROVAL OF MINUTES:
Councilman Dickason arrived at this time, 7:40 P. M.
Mayor Tyrell presented the minutes of May 10 Council Meeting
regarding the budget for the parks and recreation departments.
Councilman Nunamaker moved to approve, Councilman Fitzjohn
seconded, roll call vote as follows:
AYES: Councilmen - Fitzjohn, Nunamaker, Tyrell
NOES: Councilmen -None
ABSENT: Councilman- Merritt
ABSTAINING: Councilman- Dickason
Mayor Tyrell then presented the minutes of April 23, 1962, for
approval. Councilman Fitzjohn moved to approve, Councilman
Nunamaker seconded, roll call vote as follows:

6. ORDINANCE NO. 62 -72: 2nd reading. City Attorney Shatford read
the title of Ordinance 62 -72 AN ORDINANCE OF THE CITY COUNCIL

SEAL, OTHER SEALS, EMBLEMS OR EMBLEM SEALS USED BY THE CITY OF

7. ORDINANCE NO. 62 -74: 2nd reading. City Attorney Shatford read

THE MUNICIPAL CODE ESTABLISHING A FEE SCHEDULE FOR PLOT PLAN
APPROVALS (9102). Councilman Nunamaker moved to waive further

8. STATUS REPORT ON PROGRESS OF THE MASTER PLAN
City Manager Woollett advised that the Whitnalls were unable to
be present at this meeting. Councilman Fitzjohn moved this re-
port be held over to the next Council meeting and 'that the
Whitnalls make a report at that time. Councilman Nunamaker se-
conded and carried,
9. PUBLIC HEARING: PROPOSED CURB & GUTTER IMPROVEMENTS:
Mayor Tyrell declared the Public Hearing opened.
City Manager Woollett presented six petitions for curb and gutter
as follows:
1. West side of Alessandro Ave.in the 5300 block between 01iv
and Blackley representing 382.35 ft. of a total lineal
footage in the block of 526.12 ft. or 72.67 %.
2. North side of Blackley St. in the 9200 block between
Encinita and Fratus, representing 378.' of a total lineal
footage in the block of 462.23' or 81.77 %.
3. North side of Blackley St. in the 9300 block between
Fratus and Alessandro, representing 279.31' out of a
total of 399.31' or 69.94 %.
4. South side of Blackley St. in the 9200 -9300 blocks between
Encinita and Alessandro, representing 783.13' of a total
lineal footage in the block of 1062.53' or 73.77 %.
5. East of Fratus in the 5300 block between Olive and Black.
ley, representing 322.35' of a total lineal footage in the
block of 525.76 or 61,31 %.,
6. South side of Olive St. in the 9300 block between Fratus
and Alessandro representing 312.79' of a total lineal foot-
age in the block of 398.79' or 78.43 %.
The City Manager advised these petitions have been submitted to
the Council for the property owners to hold a public hearing
which has been properly noticed. If the Council makes a decision
the work should be done the property owners will have 60 days to
have the work done and if not done then the City will have the
work done and charge it to them.
Mayor Tyrell asked if anyone in the audience wished to speak for
this petition and noone responded. He then asked if anyone in the
audience wished to speak against this petition and noone came for-
ward. Councilman Fitzjohn moved to close the Public Hearing,
Councilman Nunamaker seconded, and carried. A discussion follow-
ed amongst the Councilmen. City Manager Woollett recommended
that the Council find it is in the general public interest to hav
this work done and so instruct the City Manager. Councilman
Dickason so moved, Councilman Nunamaker seconded, roll call vote
as follows:

10. PUBLIC HEARING: ZONE CHANGE CASE NO. 62 -30 WEBER DEVELOPMENT CO.
Mayor Tyrell declared the Public Hearing opened.
Mr. Ray Cushman, Planning Advisor presented the case stating the
area is completely surrounded by single family residences with a
subdivision to the north and west developed by the same company,
and that at the time of the Hearing before the Planning Commis-
sion there was no objection to the case.
Mayor Tyrell then asked if anyone in the audience wished to speak
in favor of this zone change. Noone responding he then asked if
anyone in the audience wished to speak opposing the zone change.
Noone came forward. Councilman Fitzjohn moved the Public Hearing
be closed, Councilman Dickason seconded, and carried. Councilman
Fitzjohn moved the City Attorney be instructed to draw an ordi-
nance approving the requested zone change with the effective date
of the ordinance to be the same time as disposition is made on the
final tract map. Councilman Nunamaker seconded, roll call vote aF_

NEW BUSINESS:
11. REQUESTED VACATION LIGHT & AIR EASEMENTS:
City Manager Woollett read letters from Shirley Realty Co. and
Jack Eversmeyer Realty Co. requesting vacation of light and air
easments at 5534 Halifax St. and 5334 N. Glickman Ave., advising
the easements must be removed to clear title to the properties.'
City Attorney Shatford stated we cannot expedite this as certain
legal requirements have to be met. The Council has to instruct
the City Attorney to draft an ordinance which has to set a public
hearing for vacation of this light and air easement. Mayor Tyrel
asked if anyone in the audience wished to speak in this connection
and noone responded. Councilman Dickason moved to instruct the
City Attorney to draw an ordinance setting a public hearing for 9, 1962, at 8 P. M. in the City Hall, Councilman Nunamaker
seconded, and carried.
12. APPLICATIONS FOR PERMITS TO SELL FIREWORKS:
City Manager Woollett presented the following applications:
American Legion, Temple City Post 279
Church of Jesus Christ Latter Day Saints
Rotary Club of Temple City
Temple City Lions Club
Temple City Y's Mens Club
He advised the regulation was to file by the 1st of May and the
Y's Mens Club was late in filing having filed on May 4 and request
ed a ruling from the City Attorney regarding their eligibility.
Councilman Dickason moved to grant permits to the other four
applicants that were timely presented, Councilman Fitzjohn second.
ed and carried.. Following discussion it was decided that necess-
ary action should be taken to also grant a permit to the Y's Mend
Club. Councilman Dickason moved to instruct the City Attorney to
prepare the necessary ordinance so that the Temple City Y's Men
may be given due consideration, Councilman Fitzjohn seconded and
carried.
13. RECOMMENDATION TO TRANSFER $25,000. TO INACTIVE ACCOUNT.
City Treasurer Griesmeyer gave a report on fund balances and
requested that $25,000. on active account in the First Western
Bank for oas tax funds be placed in an inactive account for
interest purposes. Councilman Nunamaker moved to transfer the
amount of $25,000. from active to inactive account at the First
Western Bank, Councilman Dickason seconded, roll call vote as
follows:
AYES: Councilmen - Dickason, Fitzjohn, Nunamaker, Tyrell
NOES: Councilmen -None
ABSENT: Councilman- Merritt.
The City Treasurer asked the Council if it was necessary that
these transfers be approved by them before any action was taken
and was advised by the City Attorney that in most places this
was accomplished by Council action.
14. RESOLUTION NO, 62 -203: Warrants and Demands in the sum of
$13,708.26, Demand Nos. 1415 through 1498. Councilman Fitzjohn
moved to adopt Resolution No. 62 :203 Warrants & Demands in the
sum of $13,708.26 Demand Nos. 1415 through 1498, Councilman
Nunamaker seconded, roll call vote as follows:

15. PLANNING COMMISSION RECOMMENDATIONS: Variance Case 62 -32, 5828
Rowland Ave, request to consider additional duplex R -1 zone.
Planning Commission recommends denial.
Planning Advisor Cushman advised to the north was commercial,
multiple to the east and single residences to south and west.
The Planning Commission recommend denial of the request and also
recommended to the applicant that he file for a change of zone
without prejudice. He has done this and it is on file for a
public hearing. City Attorney Shatford recommended the Council

approve the recommendation of the Planning Commission and deny
this variance case without prejudice. Councilman Dickason so
moved, Councilman Nunamaker seconded, and carried.
16, TRAFFIC COMMISSION RECOMMENDATIONS:
5. Rowland & Las Tunas: Request traffic Signal. Recommend denial.
Councilman Nunamaker moved to approve the traffic commission
recommendation, Councilman Fitzjohn seconded, and carried.
6. Policy for Traffic Control Regulations: Recommend approval.
Councilman Nunamaker moved to approve the recommendation of
the Traffic Commission, Councilman Fitzjohn seconded, and
carried.
8. Placement of Walk -up Telephones on Las Tunas: Recommend
approval. Councilman Fitzjohn moved to approve the recommend-
ation of the Traffic Commission on placement of telephones,
Councilman Dickason seconded, and carried.
10. Cloverly north & south approaches to Blackley St.: Request
single center line striping. Recommend approval.
Councilman Nunamaker moved to approve the recommendations of
the Traffic Commission, Councilman Fitzjohn seconded, carried,
12. Encinita west side south of Las Tunas Dr. Request red curb
markings. Recommend approval. Councilman Dickason moved to
approve the recommendation of the Traffic Commission, Council•
man Fitzjohn seconded, and carried.
14. Olive at Halifax: Request stop sign. Recommend denial.
City Manager Woollett amended the recommendation to include
that the staff contact school districts so that school bus
drivers be instructed as to their requirements of conducting
children across the street to and from the bus. Councilman
Dickason moved to approve the recommendation of the Commissio:
Councilman Nunamaker seconded and carried.
15. Las Tunas Dr.: Requested use of sidewalks and street.C. of C.
The first request for use of sidewalks for a sidewalk sale
and "no parking' signs during the day of May 25 from Cloverly
to Kauffman. Recommend approval. City Manager Woollett stat-
ed the streets would be posted 24 hrs. in advance. Councilman
Dickason moved to grant this request, Councilman Fitzjohn se-
conded, and carried. (Granting included that the merchants
be covered by liability insurance.)
The second request was for blocking off Las Tunas Dr. from
Primrose to Kauffman for two hours between 7 and 9 P. M. on
May 25 for square dancing. City Manager Woollett stated
the Planning Commission consideration was the blocking off
of the full street and the request since has been amended to
request the blocking off of one additional lane. Traffic En-
gineer Envell stated it would be very hazardous even during
those lighter hours of traffic. Chairman Maxey of the Traffic
Commission stated they all agreed 100% with the Traffic.Engi-
neer. Following considerable discussion regarding possible
use of side streets or parking areas Councilman Nunamaker mow-
that the Council approve the recommendation of the Traffic
Commission and deny the blocking off of Las Tunas Dr. Coun-
cilman Fitzjohn seconded, and carried.
16. Requested Green Zone: 9929 Las Tunas *Drive. Recommend denial.
In recommending denial of this request the Commission also
recommended the placement of 5 ft. of red curb easterly of
the first driveway west of Rowland Ave. and 12 ft. of red
curb markings be placed west of Rowland Ave. on the north
side of Las Tunas Dr. to aid turning movements into and out
of subject street and driveway. Councilman Dickason moved
to approve the recommendations of the Traffic Commission,
Councilman Fitzjohn seconded, and carried.

17. ORDINANCE NO. 62 -75 :Abatement of obstructions between street
intersections. City Attorney Shatford read title to Ordin-
ance No. 62 -75 AN ORDINANCE OF THE CITY OF TEMPLE CITY,
CALIFORNIA, ADDING SECTIONS 8103 THROUGH 8109 PERTAINING TO
THE ABATEMENT OF HEDGES, SIGNS AND OTHER OBSTRUCTIONS TO
VISIBILITY BETWEEN STREET INTERSECTIONS. Councilman Nuna-
mnker moved to waive further reading of Ordinance No. 62 -75,
Councilman Fitzjohn seconded and carried. As this was the
first reading no further action was taken.
Mrs. Dorothy Bock, 5328 Encinita, representing Cloverly
P. T. A. and La Rosa P. T. A, was concerned with the safety
of children and felt there should be at least a 2' strip in
parkway for the children to walk instead of in the street.
Mr. Robert Bock, 5328 Encinita, also spoke in this respect'
and adding for the safety of the older people also.
Georgia Maxey, Chairman of the Traffic Commission, stated
the solution for this problem was sidewalks and it is hoped
that the property owners will request the cooperation of
putting in the sidewalks as it is their responsibility. She
explained that this ordinance was to solve the inability to
see when backing out of driveways due to obstructions and
which has caus-i several accidents recently in the city.
She stated al sr that a field trip had been made and that
around schools in particular where there are a large amount
of small children that sidewalks were the only solution but
that this is going to have to be done by the residents.
Following discussion Councilman Nunamaker moved that "gutter'
replace the word "curb" the three times it appears in sec-
tion 8104 of Ordinance No. 62 -75, Councilman Fitzjohn second

18. Old Postoffice Green Zone% Recommend rescinding short time
parking limit. Councilman Fitzjohn moved to approve the re-
commendation of the Traffic Commission, Councilman Dickason
seconded, and carried.
17. COMMUNICATIONS:
A. City Manager Woollett read a letter from the American Legion
Auxiliary of Temple City requesting a permit to conduct the
annual distribution of poppies on May 24, 25 and 26, and
also for the Mayor to proclaim these days as "Poppy Days ".
Councilman Dickason moved to grant the charitable solicita-
tion permit and also for the Mayor to make the proclamation,
Councilman Nunamaker seconded, and carried.
B. City Manager Woollett read a letter from the 448 Social Club
of the Eastern Star of Temple City, requesting a permit to
have a "Farmers Day" luncheon and dinner on June 23 from
11 AM to 8 PM on the parking lot in the rear of the Masonig
Temple. Councilman Fitzjohn moved to grant this request,
Councilman Nunamaker seconded, and carried.
C. City Manager Woollett read a letter from W. J. Bradbury &
Associates regarding the purchase of colored film with syn-
chronized sound telling the story of the City of Temple City
for a sum in the neighborhood of $3,000. Following discussion
Councilman Fitzjohn moved to receive and file, Councilman
Nunamaker seconded, and carried.
'.18. At this time Carl Ludlow, Pres. of the Jr. Chamber of Commerce
requested permission to speak to the Council. He requested the
Council to give some funds to this organization to finance the
placing of "Welcome to Temple City" signs with plaque in some
form naming the various civic groups, etc., possible constructed
of rock and redwood with aluminum lettering. Following a lengthy
discussion it was decided that the Council should be presented
with figures of actual costs and plans before considered and

Mr. Ludlow was requested to present them at the next Council
Meeting. With this in mind Councilman Dickason moved to table
the request, Councilman Fitzjohn seconded, and carried.
Mr. Ludlow also requested for his organization an amendment to
the loud speaker laws in our Municipal Code to allow them to
cover the City for the June and November elections to urge the
people to get out and vote. Mayor Tyrell advised him to make a
written request to the City Manager for the next meeting and
the Council can have the City Attorney give his recommendation
and submit an amendment to the ordinance for this purpose.
19. MATTERS FROM CITY OFFICIALS:

set for 8 PM on i1iy 23, 1962, for curbs and gutters on the west
side of Olive St. in the 9200 block, and the west side of Olive
St. in the 9800 block. Councilman Nunamaker so moved, Councilman
Fitzjohn seconded and carried.
The City Manager read a petition submitted by J. A. Granite with
679 adult signatures requesting bus service for the south side
of Temple City, and for the bus presently terminating at Baldwin
and Las Tunas to continue south on Baldwin to Lower Azusa, thence
to Temple City Blvd. north to Las Tunas Dr., apprcximately 3
additional miles for the M. T. A. route. Following discussion
Councilman Dickason moved to refer this to the Traffic Commissior;
and get a recommendation from them, Councilman Nunamaker second-
ed and carried.
City Manager Woollett advised both sides of Zadell St. south of
Olive St. have installed curb and gutter except one property with
126 ft. propertyand he recommended this be installed before the
last layer of pavement is placed, and that a public hearing be
set on May 28, 1962, at 8:30 P. M. on this single piece of prop-
erty. Councilman Fitzjohn so moved, Councilman Nunamaker second-
ed and carried.
A list of new libraries was presented to the Council by Mr.
Woollett who advised Mr. Geller of the County had invited the
Councilmen on a tour of these facilities to assist them on a de-
termination of what type they would like. Thursday, May 24, was
decided upon by the Council as the best time to go. It was also
requested that the new library at Monterey Park be added to the
list as Councilmen Nunamaker & Fitzjohn had already been there
and were very much impressed.
City Manager Woollett advised the Council of the receipt of an
application for a retail package off -sale beer and wine license
at 9221 E. Pentland Ave, in Temple City, which is very close to
La Rosa School east of Community Disposal. He stated that the
City is not in a position to approve or deny these requests but
if the Council so desires they may indicate their opposition
and request a public hearing be held in the City. Also the
City Hall has received many protests against this request.
Councilman Fitzjohn moved to request the Alcoholic Beverage
Control to hold a public hearing on this request in the City,
Councilman Nunamaker seconded, and carried. City Manager Woollett
will contact them regarding the stand the Council has taken and
will also see that the people in the City and the Council are
notified when they set the public hearing.
The City Manager requested permission from the Council for his
absence from the City Hall on Thursday & Friday, May 17, and 18,
to take his examinations for his Master's Degree which was grant-
ed.

City Manager Woollett read a letter from Mr. Biggerstaff regard-
ing the Boy Scouts being allowed to distribute advertising for
the Sherwin - Williams Paint Co. stating if permitted they would
not be in uniform when so doing. Following discussion it was
felt that this was against our dissemination of advertising ordi-
nance and Councilman Nunamaker moved to deny, Councilman Fitzjohr
seconded, and carried.
The City Manager presented a letter and resolution from the City
of Cudahy requesting the Board of Supervisors to place on the
November, 1962, ballot regarding gambling in the County of Los
Angeles. Councilman Fitzjohn moved to receive and file, Coun-
cilman Tyrell seconded, roll call vote as follows:

NOES: Councilmen - Nunamaker, Dickason
ABSENT: Councilman - Merritt
He also reminded the Council and Mayor of the invitation of the
Kiwanis Club invitation to lunch Tuesday noon May 15th at which
the Mayor will speak.
City Attorney Shatford reported regarding the dedication of
Glickman Ave. which has been requested by a builder so that the
title company and the loaning agencies will pass on the proper-
ties which are not on a dedicated street as of now. He advised
that in checking the title) and with the county engineer, and as it
has been received by the City as park property,that it would
be unlawful to dedicate park property. The first thing to be
done to satisfy adjacent property owners is to get a quit claim
deed from the County of Los Angeles as this was deeded by them
to the City of Temple City for public park and playground pur-
poses with the provision if we fail to comply with this it will
revert back to the County of Los Angeles. The first step will
be for him to get the quit claim deed from the County,then pre-
pare a Resolution with the legal description and have both re-
corded. Then the Council will adopt an ordinance and hold a
public hearing and then make a declaration that it is a public
street and record a copy of the ordinance. This the legal pro-
blem involved for dedication and the City Attorney will report
further at the next meeting.
City Attorney Shatford read title to Resolution No. 62 -204,
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY GRANT.
ING A ZONE VARIANCE TO THE TEMPLE CITY CHRISTIAN CHURCH TO CON-
STRUCT TWO LIGHTED SIGNS IN R -1 ZONE AT 9723 GARIBALDI, TEMPLE
CITY, SUBJECT TO CERTAIN CONDITIONS. Councilman Fitzjohn moved
to adopt Resolution No. 62 -204, Councilman Nunamaker seconded
and carried.
Mayor Tyrell read title to Resolution No. 62 -205 A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY PERTAINING TO PRO-
POSED INCREASE OF CONTRACT SERVICE COSTS FOR LAW ENFORCEMENT.
He explained this was in reference to a contemplated increase
of law enforcement costs in the area of 27% and the purpose of
this resolution was that cities involved be given an opportunity
to audit costs and in regard to change of rate that the cities
be given figures and no increase be given until they have been
heard. Councilman Fitzjohn moved to adopt Resolution No. 62 -205
Councilman Dickason seconded, and carried. An executed copy of
this resolution will be presented to the meeting of the Board
of Supervisors together with resolutions from other cities. The
Mayor also advised it was expected this would be the prime sub-
ject at the League of Contract Cities meeting on Wed. May 16,
at the City of Commerce which our City is Co- hosting.
The Mayor also brought up the question of supporting Supervisor
Bonelli's position regarding state senate reapportionment. Coun-
cilman Fitzjohn moved to support this bill, Councilman Dickason
seconded and carried. The City Manager was requested to prepare
and forward something to Supervisor Bonelli indicating our sup-
port.

The Mayor read a letter requesting the City to proclaim May 20-
26 as National Highway Week, Councilman Dickason moved to have
the Mayor make the proclamation, Councilman Nunamaker seconded,
and carried.
Carl Ludlow, Pres. of the Jr. Chamber of Commerce, again request
ed to T,peak at this time regarding the blocking off of the stree'+
on Ma.!, 25 for the planned program. Following considerable dis-
cussion on the subject which had been previously acted on by the
Council, their opinion remained the same, and the City Attorney
recommended against it. They recommended the Sheriff's Dept.
be advised regarding the plans of the Jr. Chamber of Commerce.
20. ADJOURNMENT:
Councilman Fitzjohn moved to adjourn, Councilman Nunamaker se -1
