Made this 6th day of November, 2014
I make this request as per Article 1, Section 24 of the
Florida Constitution and Chapter 119.07 of the Florida Statutes
Records requested:
Any emails or text messages that are public records that were created or received by
Scott Morgan between the time he was declared a winner in the March 2014 election through
to the time he was sworn in as a member of the Town Commission.
If any part of these records, are exempt from inspection or disclosure please
cite the specific exemption as required by &119.07(1)(f) of the Florida Statutes.
Your affirmative obligation, as per &119.07(c) Florida Statues is to:
1 - Promptly acknowledge receipt of this public records request and
2 - Make a good faith effort which "includes making reasonable efforts to determine
from other officers or employees within the agency whether such a record exists
and, if so, the location at which the record can be accessed."
I request that you notify every individual in possession of records that may be responsive
to this public records request to preserve all such records on an immediate basis.lf the
public records being sought are maintained by your agency in an electronic format please
produce the records in the original electronic format in which they were created or
received, refer to 5119.01(2)(f), Florida Statutes.
If you anticipate the production of these public records to exceed $1.00 please notify
requester in advance of the record production with a written estimate of the total cost.
Itemize any estimates indicating the total number of pages and /or records,and
distinguish the cost of laborand materials. Notify me immediately prior to any
action by you that would cost to requester more than $1.00.

Dear Commissioner Morgan,
Again let me congratulate you on your recent re- election to the Town Commission.
You will recall that prior to your swearing in, you were in the audience during the regular
commission meeting. I am writing you to ask for your opinion about a portion of the statements
read into the record of today's commission meeting by Town Clerk Taylor regarding the Town's
apparently new policy concerning the rules of order and decorum for public meetings. The
consequences mentioned by Ms. Taylor for infractions of these rules seemed both severe and
certain. Specifically, the prohibition against personal attacks and foul language were most
confusing to me. As you know I have attended many of the Commission's meetings and I can't
recall many occasions when either of these now prohibited expressions have occurred.
I am asking you to provide your definition of what specific expression may qualify as being
considered a personal attack or foul language. I realize each person may have a different
definition and that is why I am asking you for yours. I do not wish to be subject to the
aforementioned severe and certain consequences by inadvertently violating this new policy.
I hope you can find the time to answer my inquiry before the next commission meeting. Alternate
to your response I will raise the issue at the Public Comment portion of the next commission
meeting. I fear though that even a polite and respectful inquiry referencing possible prohibited
items may result in the severe and certain consequences I am trying to avoid in the first place.
