Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on November 27, 2017
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee
Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee Larson, Trustee Newton, and Trustee Wojowski.
Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public
Works Director; Jon Proulx, Planning Director; Ken Goska, Building Official; Traci Pleckham,
Management Services Director; and John Konopek, Chief of Police. There were approximately 34
persons in the audience.
Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on
November 13, 2017. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed. Motion
carried.
PRESIDENTIAL COMMENTS
No Comments.
TRUSTEE COMMENTS
Trustee Lamb suggested reviewing the TENG Plan to see if it’s still applicable.
PUBLIC COMMENTS
Chris Walters, resident, expressed concern regarding Video Gaming and urged the Board not to
support it.
Mr. Len McEnery, Lenny’s Gas and Wash, stated that he supports Video Gaming and asked the
Board to allow it.
John, Fair Share Gaming, asked the Board to allow Video Gaming.
Vince Athy, Fox’s Pizza, expressed support for Video Gaming.
William Stanford, Stanford Gaming, asked the Board to allow Video Gaming.
Dan O’Donnell expressed support for Video Gaming.
WORKSHOP
1) LICENSING OF RAFFLES AND VIDEO GAMING
Mrs. Joan Meyers reviewed a draft ordinance establishing a system for the licensing of raffles. Mrs.
Meyers explained that the draft encompasses all raffles. There was some general discussion
regarding the implementation of licensing raffles, the different types of raffles and whether or not
they should be regulated/licensed, licensing based on prize amounts, and enforcement of licensing.
Staff will review and revise the draft ordinance and bring it back to the Board for further discussion.
Mrs. Meyers then reviewed the draft video gaming ordinance. Mrs. Meyers pointed out that the draft
ordinance only allows certain liquor license classifications to obtain a video gaming permit. There
was some general discussion regarding video gaming. Trustee Lamb indicated that he did not
support video gaming. Trustee Larson indicated that she does support video gaming. Trustee

O’Rourke indicated that he supports video gaming for existing businesses and perhaps new
businesses after they have been in business for a certain amount of time. Trustee Newton indicated
that he did not support video gaming. Trustee Wojowski stated that while he is not opposed to all
gambling, he is concerned with the image of the Village and does not support video gaming. Trustee
Bonuchi indicated that the does not support video gaming. Staff will bring the ordinance forward for
a formal vote.
#2 CONCEPT PLAN REVIEW – CEDARLAKE SUBDIVISION LOT 2
Mr. Chris Coleman, Wingspan Development Group, gave a presentation regarding a concept plan for
a 288-unit apartment development on approximately 15 acres west of the current American Home
(formerly known as Cedarlake Village) Senior residential project, fronting Wallin Drive in the
expanded downtown.
Trustee Newton stated that he likes the concept plan, but does not like the location. Trustee
Wojowski stated the he likes the architecture, but does not like the location. Trustee Larson stated
that there is a need for rental units in the community, but expressed concern regarding sustainability.
Trustee Larson suggested more 1 and 2 bedroom apartments and less 3 bedroom apartments. Trustee
O’Rourke stated that he likes the concept and the location. He questioned whether the access to the
south was necessary and thought the density needs to be balanced. Trustee Bonuchi stated that she is
not in favor of all of the units and having that many people living in a small area. Trustee Lamb
stated that the plan makes good sense and fits the location. He likes the idea of having so many
people utilizing the restaurants in town. Mayor Collins asked the developer to incorporate
meandering streets.
Mayor Collins thanked everyone for the discussion and read the reminders.
Trustee Bonuchi moved to adjourn. Second by Trustee Newton. Voice Vote. All in favor, 0
opposed. Motion carried.
The meeting adjourned at 8:24 p.m.
