Upon roll being called the following named council members were present: Al Havens, Jo Kahler, Jim Bartels, Absent: Mike Ryan, Peggy Upton. Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff and other visitors. B.Agenda Additions/Agenda Approval Motion to approve the agenda by Bartels. Second by Havens. All ayes, motion carried. C.Discussion of Discussion and Review of Capital Improvements Plan Discussion: Because two members of Council are not present, Mayor Berner just discussed briefly which items need to be added and also asked Council to think of items that need to get done and also wish list items for future planning. D.Questions from Council Members regarding items on the Regular City Council Agenda Discussion: City Administrator Doug Boldt discussed the highlighted items of the Developers Agreements for Park Place Parts 1 & 2 and Park Place Part 3. Council and Mayor discussed with Developer Scott Andersen present for questions and clarifications. Discussion about adding to the Master Plan that they meet the open green space requirements so each plat doesn’t have to have the 5% requirement since the overall development will meet the requirement. D.Communications and Reports: Johnson County Deputy Fisher Present – Nothing new to report. Mayor Berner asked a question about placing a stop sign at the Railroad Tracks on Ireland Avenue. Timber Ridge Trail – Update – Nick Ford with Woodruff Construction and Reagan Boeset STEM Teacher at CCA Middle School. Discussed updated from the project and having portions of the trail being concrete and the remainder in the trees will be limestone which will be made ADA compliant. Requesting to have the City to help with some funding a Plays cape area above the $75,000 Grant. Requesting the amount of $26,000 as a rough estimate. E.Consent Agenda Motion to approve the consent agenda which includes the approval of City Council Minutes and approval of Liquor License Renewal for Casa Tequila Authentic Mexican Grill by Havens. G.Public Hearing 1.Public Hearing for a Potential Ordinance on the Use of Fireworks within the City Limits of Tiffin a.Close Public Hearing and Potentially Provide Direction for a Draft Ordinance Motion to open the Public Hearing for a Potential Ordinance on the Use of Fireworks within the City Limits of Tiffin by Bartels Second by Kahler. All ayes, Public Hearing opened at 7:24 PM Discussion: Amy Shaull, Tiffin Resident – present her research and concerns with the safety of shooting off fireworks. Also Tiffin only has a Volunteer Fire Department so the coverage would not be adequate for the potential dangerous. Travis Allan – Spoke in favor of fireworks use within the City Limits. Kahler requests to keep the current enforcement of the Ordinance that bans the use. Motion to Close the Public Hearing Havens. Second by Bartels. Roll Call: Bartels, Havens, Kahler.
