Upon roll being called the following named council members were present: Al Havens, Jo Kahler, Jim Bartels, Mike Ryan, Peggy Upton (Arrived at 6:22 PM ). Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff and other visitors. B.Agenda Additions/Agenda Approval Motion to approve the agenda Bartels. Second by Kahler. All ayes, motion carried. C.Discussion and Review of Capital Improvements Plan Peggy Upton arrived at 6:22 pm Council and Mayor discussed FY 17/18 CIP. Mayor gave Council a list of projects for the FY17/18 and FY18/19 that will need to be added to the CIP. D.Discussion of Raising Chickens inside the City Limits of Tiffin Mike Ryan has received multiple request from residents that would like to raise chickens. Currently Tiffin’s ordinance does not address allowing chickens in town. Council will discuss this item further in the future. E.Discussion of Future Upsizing of Trunk Sewer and Monetary Contribution from Affected Property Owners Council discussed the upsizing of the future trunk sewer to Park Place. Second by Havens. Discussion: Upton wanted to know why this land is an OPD why are we changing from single family and putting in Duplexes and 4plexes. Mayor Berner discussed the reason for the buffering of commercial to single family. Typically try to use multifamily to buffer the commercial to single family. Reports from City Personnel 1.Mayor’s Report – Nothing. 2.City Council Reports – Ryan - Lawn watering meters still available? Upton – Heard a lot of firework complaints. Upton – Discussion regarding the Green Space requirement for Park Place. 3.Director of Public Work’s Report – Both shelters for Woodfield & Deerview parks have been completed. Water line is coming to the dog park. Vandalized the bathroom by the Tennis court. Disc Golf Course – request to have some of the area mowed around the course. 4.Building Official Report – Nothing. City Council Agenda Page 5 of 6 nd 5.City Engineer’s Report – Ben Carhoff – Water main on Croell. Pouring 2 half of Deerview tomorrow. Traffic Signal Status Update – design is 25% complete. Randy – WWTP new mechanical screen is going to be up and running next week. CO will be coming next meeting for a time extension. 6.City Attorney’s Report - No report. 7.City Administrator’s Report – Rotary Club of Coralville – Donating a bike rack. AeroSaw has a potential remedy to help with Trail PH 5. Need to contact Metro to see if they will sign off to allow AeroSaw to attempt to grind down some of the worst spots. th Doug is looking to have the Joint City and CCA Meeting Aug 9. Looking to have the approval of the opening the job post at next meeting. N.Adjournment Motion to approve by Ryan. Second by Kahler.
