Call to Order – 7:00 PM
A.Roll Call
The City Council of the City of Tiffin, Johnson County, Iowa, met in a Special Joint
Session with the CCA School Board on August 9, 2017 at 7:25 p.m. CCA School
Board President Steve Swenka called the meeting to order. Upon roll being called
the following named council members and board members were present: Council-
Al Havens, Jo Kahler, Peggy Upton. Absent: Mike Ryan, Jim Bartels, CCA Board
– Steve Swenka, Bob Broghammer, Terry Davis, Matt McAveary, Jennifer Mooney,
Eileen Schmidt and Jim Seelman. Also present: City Administrator/Clerk Doug
Boldt, Deputy City Clerk Ashley Platz, Suberintendent Tim Kuehl and Board
Secretary Lori Robertson.
B.Agenda Additions/Agenda Approval
Motion to approve agenda by Schmidt.
Second by Broghammer
All ayes, motion carried.
C.Welcome and Introductions
Tim Kuehl gave an introduction to the board and council. Each person present indtroducted
themselves and the position they hold.
D.Discussion and Update on 2017 School Bond Referendum
Speaker: Tim Kuehl gave background of the Bond Referendum for the next election in
September. Time explained the breakdown of the $36 milion bond request. Discussed
reason for why this bond in necessary to keep up with the continued growth in the CCA
District and in Tiffin alone.

E.Update of Traffic Signal Project at Intersection of Highway 6/Ireland Avenue
Speaker: Doug Boldt discussed the status of the Traffice Signals and the time frame to get
them operational. Discussion regarding construction and traffic concerns. Since the
construction will be on the street corners, this will not impact the flow of traffic as much as
the Ireland Avenue. But the City will work with CCA and communicate when to expect
construction.
F.Discussion and Update of Park Road Project
Speaker: Doug Boldt discussed status and background of the Park Road paving. Also
discussed developers plans and current road blocks they face.
G.Discussion and Update of Roundabout at Highway 6/Park Road
Speaker: Doug Boldt discussed the timeline to expect the roundabout to begin.
H.Overview of Both Entities Future Capital Improvements
Speaker: Doug Boldt discussed the Capital projects coming soon. Which are the Original
Town Urbanization, Roberts Ferry Road widening, Trail Phase 7 to connect to the County
Trail. Mayor Berner also discussed the future Community Rec Center and a potential 28E
agreement with CCA. Council also discussed the potential acquisition of an 11 arce parcel
to house a Nature Park and the potential benefits for the CCA School programs.
I.Scheduling of Next Meeting
Next meeting date: Board and Council spoke about a December 2017 meeting date.
J.Other Business
Discussion:
School Baord has offered to allow the Fire Dept to host their Pancake Breakfast and Soup
Supper at CCA.
