Upon roll being called the following named council members were present: Al Havens, Jo Kahler, Mike Ryan, Jim Bartels. Absent: Peggy Upton, Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff, City Attorney Crystal Raiber and other visitors. B.Agenda Additions/Agenda Approval Motion to approve the agenda by Ryan. Second by Kahler. All ayes, motion carried. C.Discussion and Update on Timber Ridge Trail – Nick Ford Discussion: Nick Ford with Woodruff Construction gave and update on the status and the plan for the trail with the new changes by removing the switch backs by not going fully to the west. D.Discussion of Potential Closure of Park Road for Park Place Project st Discussion: Doug Boldt discussed the Park Road closure to be effective October 1 for E.Discussion of GIS Options Discussion: Doug Boldt discussed the three companies that presented their GIS products. F.Discussion of Mayor/Council Pay Ordinance Increase Discussion: Doug Bold presented increasing the Council pay per meeting from $20 to $50/meeting and only paying for Council meetings attended instead of $20 for all city meeting attended that current ordinance states. Also discussed an increase in Mayoral stipend from $3000/year to $4500/year. G.Discussion of Change to Subdivision Ordinance for City Share of Increase in Sanitary Sewer Pipe Size Cost Discussion: Doug gave background of his experience with other Cities how they deal with increasing Sanitary Sewer pipe size and the splitting of cost with the developers. H.Update of 5.1M General Obligation Bond City Council Agenda Page 1 of 8 Discussion: Doug Boldt discussed his meeting with Jeff Hiel with Northland Securities regarding interest rates depending on the best time proceed. Council discussed moving forward now with the bond and not waiting since the interest rates might increase.
