Upon roll being called the following named council members were present: Al Havens, Jo Kahler, Mike Ryan, Jim Bartels, Peggy Upton (Arrived at 6:37 PM). Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff, City Attorney Crystal Raiber and other visitors. All ayes, motion carried C.Questions from Council Members regarding items on the Regular City Council Agenda Discussion: Jeff Heil – Northland Securities distributed a debt book regarding the bonding of $5.2 million. Council and Mayor discussed with Jeff our debt limit after bond of 75% in FY 2018 and in FY 2019 the debt limit drops to 63% caused by the growth in Tiffin. Reports from City Personnel st 1.Mayor’s Report – Trick-or-Treat – Tuesday, October 31, 5:00 – 7:00 p.m. Discussed the ISO meeting and keeping us a 6 rating with a potential of dropping to a 5 after receiving the Ladder Truck. 2.City Council Reports – Park Concessions Revenue Report? Inquiries regarding the Potterfield property. 3.Director of Public Work’s Report – 2ft mirror does not work as expected and will be considering other options. Mixer will get installed $2550. 4.Building Official Report – Building Permits are still coming in and received a few fly over shots of the new developments in tiffin. 5.City Engineer’s Report – Talked about the signal design review. Will be counting pedestrians at Deerview before the weather drops more. 6.City Attorney’s Report – No news regarding the remaining properties outstanding. 7.City Administrator’s Report – Phasing linear footage percentage has changed due to combining the full project instead of per each phase.
