MEDINA CITY COUNCIL MEETING MINUTES OF MARCH 20, 2007
The City Council of Medina, Minnesota met in special session on March 20, 2007 at 6:07 p.m. in
the Medina City Hall. Mayor Crosby presided.
I. Call to Order
Members present: Crosby, Weir, Cavanaugh, Smith
Members absent: Johnson
Also present: City Administrator Chad Adams, City Engineers Tom Kellogg & Kevin
Hoglund, and Office Assistant to Administration Jodi Wunsch
II. Work Session: Highway 55 Corridor
A. Environmental Assessment and Maps of Corridor
Kevin Hoglund with Bonestroo began with presenting the existing concept maps. He
stated that the 6-lane highway concept would maintain existing traffic signals, but add
additional lanes. This concept does not solve the need to increase capacity to get through
the intersections. The second concept is a 4-lane highway with compressed diamond
interchanges that would allow the through traffic to flow without stopping. The exiting
traffic would use small ramp and bridge overpasses to exit.
The Highway 55 Coalition received Federal funding to conduct a 1 year long, $500,000
environmental assessment on Highway 55 from I-494 to Rockford. Once the
environmental assessment is completed, Bonestroo will be able to use some of that data
for their transportation planning in Medina.
B. Intersection Designs for CSAH 116 and CR101
Kevin Hoglund presented the existing conditions of the road and walkway for pedestrian
crossings at County Road 101 and Highway 55. He then presented three pedestrian bridge
options which were all very costly. A cost/benefit analysis would show that the benefits
of these options are not worth the price. It would be more cost effective to wait to install
a pedestrian walk way along a possible overpass at CR 101 & HWY 55 in 2030.
The concept for CSAH 116 is to design interim improvements that will stage future road
improvements. The biggest concern is the left turn from CSAH 116 onto HWY 55. The
concept plan will create dual left turn lanes. Another concern is if CSAH 116 is widened,
it would need three rail road crossing arms running each direction to create a whistle free
zone.
Bonestroo will be applying for a Mn/DOT crossing safety grant for funding in 2012.

There was some discussion on creating State Aid routes to get State Aid funding to help
with road improvements. Crosby stated he did not want Medina State Aid funding going
toward a county road (CSAH 116).
III. Adjournment
Crosby moved, seconded by Smith to adjourn at 6:52 p.m. Motion passed unanimously.
