A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A
CONTRACT TO SWA GROUP, INC., FOR CALIFORNIA AVENUE AND SANBORN
AVENUE BEAUTIFICATION PROJECT NO. 4011.68.118, TECHNICAL ASSISTANCE
PROGRAM #CM05-01-23; AUTHORIZING THE CITY MANAGER TO APPROVE
AGREEMENT AMENDMENTS RELATED TO THE PROJECT AND AUTHORIZING THE
MAYOR TO EXECUTE THE AGREEMENT
WHEREAS, the City of Lynwood, in partnership with the Los Angeles County
Regional Park and Open Space District (RPOSD), has secured funding to design and
develop a city -owned property located at California Avenue and Sanborn Avenue; and
WHEREAS, the Request for Proposal (RFP) was posted on May 1, 2023. The
proposal submission deadline was on July 19, 2023, at 10:00 AM on the PlanetBids
platform; and
WHEREAS, three (3) companies submitted proposals; dSantana Arquitectura,
SWA Group, Inc., and TreePeople; and
WHEREAS, the RFP for services for this California Avenue and Sanborn Avenue
Beautification Project allows city staff to evaluate proposals based on scale which
includes the following criteria — Project Understanding and Approach, Firm Experience,
Proposed Project Team and Qualifications, References, Project Schedule, and Fee
Proposal; and
WHEREAS, an analysis of the selected firm was conducted, including a review of
their bid schedule, license, references, and required documents. SWA Group, Inc. was
the selected entity for the project with a proposal amount of $140,200; and
WHEREAS, the project FY 24 budget is $300,000 from American Rescue Plan Act
(ARPA) unrestricted funds; and
WHEREAS, additional appropriation is not needed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares that
the foregoing recitals are true and correct and incorporates them herein as findings and
as substantive part of this Resolution.
Section 2. The City Council of the City of Lynwood authorizes the Mayor to
execute the agreement between the City of Lynwood and SWA Group, Inc. in a form
approved by the City Attorney in the amount of $140,200.
Section 3. The City Council of the City of Lynwood authorizes the City Manager
under LMC 6-3.14(d) to exceed the specific dollar amounts or percentage limitations
under LMC 6-3.14(a) and authorizes the City Manager to approve consultant, vendor
agreements, modifications, change orders, or agreement amendments related to the
Project up to the available Project Budget.

Section 4. Authorize the Mayor to execute the Resolution for and on behalf of
the City of Lynwood.
Section 5. This Resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this Resolution and
hereafter the same shall be in full force and effect City Council Resolution.
