A RESOLUTION OF THE LYNWOOD CITY COUNCIL ACCEPTING A GRANT FROM
THE CALIFORNIA PUBLIC UTILITIES COMMISSION'S CALIFORNIA ADVANCED
SERVICES FUND FOR A DIGITAL LITERACY PROGRAM
WHEREAS, the Recreation & Community Services Department applied for and
was successfully awarded a grant of $151,424 from the California Public Utilities
Commission's (CPUC) California Advanced Services Fund (CASF) to support a digital
literacy program for Lynwood youth and senior citizens; and
WHEREAS, grant management practices require the City to certify, by resolution,
acceptance of the grant, acceptance of responsibility to perform grant and partnership
requirements and authorization for execution of related documents and activities; and
WHEREAS, it is the goal of the program to provide digital literacy programming to
Lynwood Youth and Seniors as well as to provide them expanded access to broadband
and equipment resources; and
WHEREAS, the grant will be used in strict accordance with requirements
established by the grant agreement and the CPUC.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood finds and declares that the
foregoing recitals are true and correct, and incorporates said recitals fully into this
Resolution as substantive findings.
Section 2. Approves acceptance of the California Public Utilities Commission's
(CPUC) California Advanced Services Fund (CASF) grant and agreements to support the
proposed digital literacy program.
Section 3. The City Manager and/or his designee is authorized to execute any
documents and activities related to the grant including, but not limited to, contracts and
grant payments to contractors which may be . necessary for the completion of the
aforementioned program and to allocate appropriate and necessary staff resources to
manage the program. All agreements and contracts are subject to the City Attorney's
review and approval.
Section 4. The Finance Department is authorized and directed to receive grant
funds, establish the appropriate accounts and expend the grant funds as designated by
the estimated appropriation below:

Section 5. The Human Resources Department is authorized and directed to
establish the required, temporary staff positions or equivalents, in accordance to the grant
requirements.
Section 6. Authorize the Mayor to execute this Resolution for and on behalf of
the City of Lynwood.
Section 7. This Resolution shall take full force and effect immediately upon
adoption by the City Council.
Section 8. The City Clerk shall certify as to the adoption of this City Council
Resolution.
