A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A
CONTRACT TO BRAVO SIGN & DESIGN, INC. FOR THE LYNWOOD CITYWIDE
MONUMENTS PROJECT (CIP NO. 4011.68.117), AUTHORIZING THE CITY MANAGER
TO APPROVE AGREEMENT AMENDMENTS RELATED TO THE PROJECT AND
AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT, AND APPROVING THE
TRANSFER OF FUNDS FROM AMERICAN RESCUE PLAN ACT IN THE AMOUNT OF
$220,000.
WHEREAS, as part of the City's Fiscal Year 2023-24 CIP Project list, The City will
be installing eight (8) Entry Monuments; and
WHEREAS, the City consulted with Hunt Design in the preparation of Plans and
Specifications of the Lynwood Citywide Monuments Project; and
WHEREAS, the Notice of inviting bids was published on November 13, 2023; and
WHEREAS, on December 7, 2023, the bid opening took place and Staff received the
following three (3) bids:

WHEREAS, the apparent lowest bidder, Complete Signs did not register with the
Department of Industrial Relations (DIR) as required by California Labor Code Section
1725.5 and Senate Bill 854; and
WHEREAS, Complete Signs is disqualified and cannot be awarded the contract;
and
WHEREAS, Bravo Sign & Design, Inc. was the next lowest responsible bidder with
a base bid of $379,000.00; and
WHEREAS, the total estimated construction cost is $500,000; and
WHEREAS, the current project budget is $280,000 from General Funds; and
WHEREAS, an additional appropriation of $220,000 is needed from American
Rescue Plan Act (ARPA) in order to cover the construction costs and to award the project;
and
WHEREAS, Staff is recommending City Council to award the Lynwood Citywide
Monuments project to Bravo Sign & Design, Inc. and to approve the transfer of funds from
American Rescue Plan Act (ARPA).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1L The City Council of the City of Lynwood hereby finds and declares
that the foregoing recitals are true and correct and incorporates said recitals fully into this
resolution as substantive findings.
Section 2. The City Council of the City of Lynwood authorizes the City Manager
to approve the following appropriation:

Section 3. The City Council of the City of Lynwood authorizes the Mayor to
execute the agreement between the City of Lynwood and Bravo Sign & Design, Inc. in a
form approved by the City Attorney in the amount of $379,000.
Section 4. The City Council of the City of Lynwood authorizes the City Manager
under LMC 6-3.15(d) to exceed the specific dollar amounts or percentage limitations under
LMC 6-3.15(a) and authorizes the City Manager to approve consultant, vendor
agreements, modifications, change orders, or agreement amendments related to the
Project up to the available Project Budget.
Section 5. Authorize the Mayor to execute the Resolution for and on behalf of the
City of Lynwood.
Section 6. This resolution shall take effect immediately upon its adoption.
Section 7. The City Clerk shall certify to the adoption of this resolution and
hereafter the same shall be in full force and effect.
