A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF
LOS ANGELES, STATE OF CALIFORNIA, URGING PRIME HEALTHCARE TO
REINSTATE EMPLOYMENT OF THE NINE REGISTERED NURSES AND FRONTLINE
HEALTHCARE WORKERS AT PRIME ST. FRANCIS MEDICAL CENTER IN
LYNWOOD
WHEREAS, the nine Registered Nurses and frontline healthcare workers who
were terminated at the Prime Healthcare -owned hospital in Lynwood are member leaders
of SEIU-United Healthcare Workers West (SEIU-UHW) and United Nurses Associations
of California/Union of Health Care Professionals (UNAC/UHCP), which represent the
healthcare employees at Prime St. Francis Medical Center.
WHEREAS, the nine Prime St. Francis Medical Center healthcare workers were
terminated for engaging in concerted union activity, speaking up for better working
conditions and safer staffing after they responsibly delivered their concerns and support
letters from various local elected officials, including Los Angeles County Supervisor
Janice Hahn, to corporate leadership at Prime headquarters. These letters underscored
the urgent need for safer staffing levels and improvements in working conditions to
enhance patient care.
WHEREAS, hundreds of dedicated frontline healthcare workers at Prime St.
Francis Medical Center found themselves on their second unfair labor practice strike this
year. This action comes after months of attempting to address long-standing issues such
as understaffing, worker turnover, and patient care concerns through bargaining.
Regrettably, these efforts have been met with bad faith bargaining, threats, intimidation,
retaliation, and other unfair labor practices by Prime Healthcare management.
WHEREAS, the firing of the Registered Nurses and other healthcare workers at
Prime St. Francis Medical Center who bravely spoke out about their working conditions
and patient care concerns during a global pandemic sends a chilling message to other
frontline healthcare workers advocating for themselves and their patients. And it raises
concerns among patients that their caregivers are terminated for expressing valid
concerns about workplace safety and the quality of care provided.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
The City Council of the City of Lynwood strongly urge Prime Healthcare to
immediately reverse the termination of the nine healthcare workers at St. Francis Medical
Center and reinstate them to their previous positions. We further call upon Prime
Healthcare to engage in good -faith negotiations with the frontline healthcare workers of
SEIU-UHW who are in contract negotiations to address and resolve the long-standing
issues of understaffing, worker turnover, and patient care concerns. This resolution is
enacted in the spirit of standing in solidarity with the terminated frontline healthcare

workers and prioritizing better working conditions for caregivers and patient care for the
communities they serve.
PASSED, APPROVED and ADOPTED this 16th day of January 2024.
