Tybee Island, Georgia
July 7, 1982
A special meting of the Tybee Island City Council was held on Wednesday,
July 7, 1982 at 7:00 p.m. in City Hall for the purpose of adopting resolutions
intended to implement a smooth transition of banking powers from the former ad-
ministration to the newly inaugurated administration.
Mayor Charles J. Hosti presided over this meeting and the following mem-
bers of City Council were present: James L. Fabrikant, Jr., Jeanne M. Hutton, John
C. Wylly, Jr., Kilma J. McCutchen, Sebastian J. Orsini, and Jerome W. Bettencourt.
Mr. Thomas J. Mahoney, Jr., City Attorney and Recorder, was also present, and there
was one citizen - guest, Dr. Samuel Rosen.
This was the first official meeting of the new Mayor and Council. Copies
of their oaths of office, and of the program of their Inaugural Ceremony are attached
to and became a part of, these minutes. Also attached is a copy of the committee
assignments made by Mayor Hosti.
Councilman Wylly, chairman of Finance /General Government Committee, read
and explained three resolutions intended to authorize :certain signatures for banking
transactions. Any two of the following signatures shall be honored as the official
financial authorizations of the city: Mayor Charles J. Hosti, Mayor pro tem Sebastian
J. Orsini, City Treasurer Phyllis L. Cary and Finance Chairman John C. Wylly, Jr.
These resolutions so declaring are attached to, and become a part of, these minutes.
After a brief discussion, all three resolutions were adopted unanimously.
There being no further business, the meeting was adjourned.

An Inaugural Mass was celebrated by Father Thomas Payne,
Pastor of St. Michael's Catholic Church at 7:00 p.m. on Monday,
July 5, 1982.

RESOLVED, that
Savannah, Georgia, be designated a depository of this corporation and authorized to
accept for deposit to the accounts of this corporation, checks and other instruments
payable to the order of the corporation and that any one of the following officers
is authorized to enter into any of the Bank's checking, saving or time deposit
account agreements: Mayor, Mayor- pro -tem, Finance Committee Chairman, Treasurer;
and any two of these officers are authorized to sign checks, drafts and other orders
on said accounts and said bank shall be authorized to honor all checks, drafts and
other orders so signed even though payable to or deposited to the account of the
person so signing.
RESOLVED FURTHER that any two of these above - named officers are
authorized to borrow irony from, pledge or convey any property as security to, dis-
count or sell any note, account or other instrument to said bank and to enter into
any agreement with said bank in regard thereto on behalf of this corporation.
FURTHER RESOLVED that the Clerk of Council is authorized and directed
to furnish said bank a certified copy of this Resolution and the names and specimen
signatures of the persons from time to time holding the above positions with the
corporation, together with said bank's usual form of signature card, and that said
bank shall be authorized to rely thereon until written notice to the contrary is
received by it.
