CALL TO ORDER AND ROLL CALL

Mayor Giles called the Special meeting of the McCall City Council to order at 9 a.m. Mayor
Giles, Council Member Maciaszek, Council Member Nelson, and Council Member Thrower
all answered roll call. Council Member Nielsen was absent.
City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk;
Sarah Porter, Deputy Clerk; Erin Greaves, Communications Manager; Linda Stokes, City
Treasurer; Michelle Groenevelt, Community Development Director; Delta James, Economic
Development Planner; Brian Parker, City Planner; Stefanie Bork, Parks and Recreation Business
Manager; Eric McCormick, Golf Course Superintendent; Meg Lojek, Library Director; Chris
Curtin, Information Systems Manager; Traci Malvich, Human Resources Manager; Dallas Palmer,
Police Chief; Nathan Stewart, Public Works Director; Sean Reilly, Network Administrator;
Meredith Todd, Assistant City Planner; Emily Hart, Airport Manager.

GENERAL PUBLIC COMMENT RELATED TO FY24 BUDGET

Property Tax Allocation
a. New Construction (90% of value) — $134,432
b. 3% Increase _ $217,531
c. Forgone Amount — $509,513
i. Eligible to take up to $73,030 for operations and maintenance.
City Treasurer Linda Stokes reviewed the levy rates for the past 5 years, the effect of the
homeowner's exemption increase, and the impact of taking both the 3% increase and allowable
forgone amount. City Manager Anette Spickard asked Treasurer Stokes to explain the property tax
offset approved by the state legislature. Treasurer Stokes reviewed HB 292 property tax relief bill
providing direct relief to homeowners. The credit will apply to those that are approved for the
homeowner's exemptions. All eligible homeowners will get the same percent credit on their tax
bill.

The City Council consensus agreed with the proposed property tax allocation.
Review of Personnel Costs
Human Resources Manager Traci Malvich gave a summary of personnel costs, a review of changes
to insurance costs, and a review of requested positions not included in the budget. Additionally,
Manager Malvich reviewed options for short-term and long-term disability benefits currently not
offered by the City. Mayor Giles noted that the City Council is supportive of employee retention
and benefits. Treasurer Stokes noted that the City Council can increase the contingent expenses to
account for additional benefits. The City Council expressed support for adding a disability benefit.
Review of the Draft FY24 Operation & Maintenance budget worksheet & the Draft Capital
Improvement Projects (CIP)
Treasurer Linda Stokes gave an overview of the draft FY24 Operations and Maintenance budget
worksheet and the draft CIP. Treasurer Stokes noted all funds aside from Parks and Recreation
have positive cash to pay for capital improvement projects without taking on debt. Additionally,
Treasurer Stokes reviewed equipment lease changes in FY24. Mayor Giles expressed appreciation
for Treasurer Stokes. Manager Spickard also expressed appreciation for staff work done during
the budget process. Additionally, the City does a great job at budgeting conservatively, meeting
reserve requirements and not overextending funds.
The City Council discussed grants received for CIP in FY24. Mayor Giles asked for each
department to address the City Council. All departments expressed being on board with the FY24
budget and the need for additional staff as the city grows.
Council Member Maciaszek made a motion to set the tentative budget for FY24 at
$44,133,731.00. Council Member Nelson seconded the motion. In a roll call vote, Council
Member Maciaszek, Council Member Nelson, Mayor Giles, and Council Member Thrower
all voted aye and the motion carried.
