Minutes
1. CaII to Order: Chair Pam Waxlax opened the meeting at 7:07 pm with the following members
present:
Jean Bertschmann Michelle Murdock
Pam Waxlax Rick Flannery
Absent: Todd Cestari, Curt Cooprider, Beth Herlihy
Also Present: Town Counsel, Raymond Miyares
Associate Town Counsel, Eric Reustle
2. Community Input - Members of the Community are invited to share ideas, state opinions or
ask questions.
No members of the community were present.
3. Acceptance of Minutes
Minutes for the meeting of February 10, 2016 were reviewed. A suggested amendment to the
minutes to clarify that no documents were presented at the meeting was made.
On a motion from Michelle Murdock, seconded by Jean Bertschmann the minutes with the
suggested amendment were approved.
VOTE: Favor: 4 Against: 0 Absent: 3
4. Charter Update Process
Chair Pam Waxlax opened a discussion regarding the Charter update process.
Town Counsel Miyares updated the committee that further research had discovered that the
Town had in fact adopted the "Strong" Fire Chief Law. This had been a question previously
raised.
Review of Charter and Considerations presented at 1/14/16 meeting
Town Counsel Miyares presented the Committee with a list of "Benchmark" communities in
Massachusetts that meet criteria similar to the Town to assist the Committee's review process.
The Committee reviewed the list and asked that the towns of Ashland and Westborough be
added to the list of Benchmark communities.

The Committee reviewed Articles 4 and 5 of the Charter.

No other business
6. Adjournment
On a motion made by Jean Bertschmann, seconded by Michelle Murdock, the
Committee voted to adjourn the meeting at 9:22 PM.
