HomeMy Public PortalAboutVOP Pedestrian Crossings RFQVillage of Plainfield - RFQ #1 - VanDyke Road and 143rd/Route 30 Pedestrian Crossing #2 - 127th Street and Route 30/CN RR Pedestrian Crossing INTRODUCTION The Village of Plainfield is requesting submittals from qualified engineering firms to provide professional engineering services for the project described in detail below. The Village anticipates issuing a notice to proceed in early 2018 for the Phase I and II engineering design services and be ready for construction as detailed below. Proposals shall be clearly labeled and submitted to the Village of Plainfield - Public Works Department 14400 Coil Plus Drive, Plainfield IL 60544, on or before 2:00 pm on January 19th, 2018. Village staff will review all firms' responses. Contract negotiation will occur immediately after selection of the most qualified firm and will be brought to the Village Board for approval in early 2018. PROJECT DESCRIPTION The Village of Plainfield is seeking an Engineering Consultant to perform the needed Phase I planning and Phase II design services for the construction of a fully improved pedestrian crossing at (2) two locations. The first being the intersection of 143rd Street/US Route 30 and VanDyke Road and the second being the intersection of 127th Street and Route 30/CN RR. As part of the Villages Transportation Plan, these locations have been identified as gaps in our pedestrian network. Please see the included location exhibits. The project will utilize General funds for the engineering but will pursue State and/or federal monies for construction. As such, they should follow the process for federally funded projects. The goal of the engineering design is to develop a complete set of contract drawings, bid forms and specifications for the two locations. Stand-alone (separate) bid documents will required for each location as the Village does not anticipate constructing the improvements under one construction contract. The engineering design shall be in accordance with current IDOT standards including, but not limited to; IDOT Bureau of Design and Environment, IDOT Bureau of Local Roads and Streets Manuals and Memorandums, IDOT Drainage Manual, IDOT Region 1 Bureau of Traffic requirements, Village of Plainfield Standards and MUTCD/ILMUTCD Standards. SCOPE OF SERVICES The Village intends to enter into an agreement with a consultant capable of providing all the professional engineering services required to complete the Phase I and Phase II engineering services as described above. For consideration, proposals for the project must contain evidence of the firm’s experience and abilities in the specified area and other disciplines directly related to the proposed project. Provide profiles and resumes of the staff to be assigned to the project and any other information that clearly demonstrates the firm’s expertise in the area of this project. The Village envisions that the consultant will provide the following professional services; however, this list may not be all inclusive. The Village is relying on the consultant to provide a brief approach to the project as part of their submittal. 1. Attend a project kick-off meeting with the Village, Plainfield Township, Wheatland Township, Railroad and IDOT to review the proposed scope, schedule, and project milestones. 2. Complete a topographic survey of the project right-of-way limits including sufficient distance beyond to establish baselines, centerlines, profile elevations, the location of all surface features, and location of all utilities. 3. Prepare an Environmental Survey Request - if needed. 4. Prepare a Project Development Report with all necessary attachments. 5. Identify and communicate with affected utilities. The Engineer shall determine and document any potential utility conflicts. The existing utilities shall be shown on the preliminary plan sheets. 6. Preparation of plat of highways, legal descriptions, titles, appraisal, appraisal review, and land negotiation in the event temporary and/or permanent easements or right-of-way is needed. 7. Identification and communication with property owners, utilities and agencies as necessary. 8. Preparation of Prefinal and Final Plans, Specifications, and Estimates. 9. Communication and meetings with IDOT, ICC, Railroad and all other agencies as necessary. 10. Completion and submission of all necessary permits as required. 11. Research and submittal assistance for future Grant opportunities which are pertinent to the desired project outcomes. Location #1 – VanDyke Road and 143rd Street/Route 30 – Multi-use path construction at the intersection, along the south side of 143rd/Rt. 30 and along the west side of VanDyke road. At this intersection there is an existing traffic signal configuration. Modify traffic signal hardware (State owned) and programming for the installation of pedestrian heads for the new pedestrian crossing. It is the intent to have this project ready for bidding/construction in 2018. Location #2 – 127th Street and Route 30/CN RR - Multi-use path construction at the intersection and along the south side of 127th street connecting two existing multi-use paths on both sides of Rt. 30. At this intersection there is an existing traffic signal configuration. Modify traffic signal hardware (State owned), RR Crossing signals and programming for the installation of pedestrian heads for the new pedestrian crossing. It is the intent to have this project ready for bidding/construction in 2019. * SEE ATTACHED EXHIBITS QUALIFICATIONS Interested consultants/project team should be pre-qualified, at a minimum, in the following categories through IDOT: 1. Highways - Roads and Streets 2. Special Plans – Traffic Signals 3. Special Studies - Traffic In addition, the consultants/project team shall be on IDOT’s Approved Specialty Agent Lists for Appraiser, Review Appraiser, and Negotiator. SUBMITTAL REQUIREMENTS Submittals shall be prepared on standard 8.5” x 11” letter size paper and bound on the 11” side. Fold out pages will be accepted as part of the proposal. The Village advises all respondents to follow all submittal requirements. Failure to comply with the instructions of this request may be cause for rejections of submittals. The submittals must contain the following information: 1. A cover letter signed by an authorized representative of the firm. Include statements that a representative of the firm has visited the project sites. 2. An executive summary containing an understanding of the project and approach to the work. Identification of key elements and critical elements should be included in the Executive Summary. (maximum three pages) 3. Qualifications and experience of the firm. Select a maximum of three projects of comparable scope and complexity undertaken during the last five years. The project information should include a full project description, the firm’s role in the project, and the total construction cost. (maximum five pages) 4. Documentation of the firm’s pre-qualification through IDOT in the required specialized areas. 5. Qualifications of key personnel committed to this project. An organization chart showing the project team, including any subconsultants, shall also be included. (Maximum three pages). Provide resumes for each of the key personnel and include information regarding educational background and professional licensure. Resumes are not counted in the three page maximum. All of the reports, information, or data, prepared or assembled by the Consultant under the resulting contract are confidential, and the Consultant agrees that said reports, information, or data shall not be made available to any individual or organization without prior approval of the Village. Three paper copies and an electronic copy (PDF format) of the proposal shall be submitted on or before the specified due date. TERMS AND CONDITIONS OF CONTRACT The selected consultant’s contract will utilize standard IDOT Contract for Cost Plus Fixed Fee (CPFF) compensation. No contract documents are to be submitted with this proposal. Contract and negotiations will begin after the selection of the consultant. Negotiations for Phase I & II engineering will begin with the most highly qualified firm. The consultant will be required to prepare an agreement using the Illinois Department of Transportation form BLR 05610 Preliminary Engineering Services Agreement for Federal Participation. PROPOSED EVALUATION PROCESS Evaluation of the consultants will be based on the following criteria: 1. Qualifications and expertise of the project personnel committed to the project. 2. The completeness of the project understanding and approach in the executive summary. 3. The experience and past performance of the committed project team. 4. The quality of the proposal indicating the respondent’s ability to comprehend the nature of the project. The Village reserves the right to reject any or all submittals, or any part thereof, as in its sole judgment will best serve the interests of the Village. The Village reserves the right to extend the response period for any reason, including but not limited to, requiring Consultants to supply further information, to make revisions to the scope of work, or to solicit additional submittals from other Consultants.
