CALL TO ORDER at 6:00 p.m. Present: Chairman Nathan Smith, Vice Chair Anthony Colindres, Commissioner Robert Tinker, Commissioner Steven Cooley Excused Absence: Commissioner Patrick Stephens Pledge of Allegiance Adjustments to Agenda Conflict of Interest Disclosure B. PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA): No comments. C. ACTION ITEMS / PUBLIC HEARINGS / REQUESTS Approval of all Ordinances and Resolutions to be read by title only. C.1 Introduction and Swearing In of New Planning Commissioners C.2 Reorganization of the Planning Commission Selection of Chair and Vice Chair for 2023. Nomination of the continuation of the current positions with Nathan Smith as chair and Anthony Colindres as vice chair. 2 Approved by a 4-0 vote Absent: Stephens C.3 Approval of Minutes Tabled to the next meeting. C.4 Plot Plan PP2019-0209, Conditional Use Permit CUP2019-0033 and Environmental ENV2020-0011 Commonly Referred to as “Penn Mart” Located on the West Side of Pennsylvania Avenue, North of I-10 and South of 6th Street (APNs: 418-112-021 & 418-0160-006). A request to construct and operate a 12-pump gas station, a 3,400 square foot 24-hour convenience store, a 1,292 square foot quick service restaurant, and a 2,295 square foot automated car wash located on 1.33 acres of Sixth Street Mixed Use (SSMU) zoned properties on the west side of Pennsylvania Avenue, north of the I-10 Freeway and approximately 260 feet south of 6th Street. Motion by Commissioner Conlindres Second by Steve Cooley Continue PP2019-0209, CUP2019-033 and ENV2020-0011 off-calendar without discussion. Absent: Stephens Approved by a unanimous vote C.5 Consideration of a One-Year Extension of Time (PP2023-0544) for Plot Plan (PP2020-0317) and Environmental (ENV2021-0015) For the construction and operation of 16,823 Square Foot Industrial building with three (3) suites located on the north side of First Street between Viele and Grace Avenues (APN 417-150-015) on the Manufacturing (M) Zone. Public Hearing opened at 6:15 p.m. J. McCLure - The applicant. Asked if there were any questions about the project. Public Hearing closed at 6:16 p.m. Motion by Bob Tinker Second by Steve Cooley Hold a public hearing and, Approve a one-year extension of time for Plot Plan 2020-0317 setting a new expiration date of January 11, 2024. 3 Absent: Stephens Approved by a unanimous vote D. DEPUTY CITY MANAGER COMMENTS Introduction of new Planning staff. Update of recent approvals made by City Council. Asked for interest of the Planning Commissioner Academy. Upcoming future items. E.
