C.2 Conditional Use Permit CUP2022-0066 to Operate a Used Automotive
Sales Lot Located at 1060 E. 6th Street on the Northwest Corner of Sixth
Street and Massachusetts (APN: 418-031-015)
A request to allow used automotive sales located at 1060 E. Sixth
Street (APN 418-031-015) in the Sixth Street Mixed Use Residential
(SSMUR) Zone on a 0.50-acre parcel located on the northwest corner
of Sixth Street and Massachusetts Avenue.
Public Hearing opened at 6:14 p.m.
R. Kent - Spoke in opposition of a car dealership at this location due to
previous disturbances from the location.
Public Hearing closed at 6:16 p.m.

Second by Commissioner Colindres
Continue Conditional CUP2022-0066 to a future meeting, with
modifications to the application are requested by the Planning
Commission to include an overall site plan with the plans of a refresh
to the site.
Approved by a 4-0 vote.
C.3 Conditional Use Permit CUP2023-0068 for a Request for an ABC Type 47
(On-Sale General Eating Place) Liquor License to Sell Beer, Wine and
Distilled Spirits and 693 Square Foot Patio for Boston Pizza located at
1620 Second St. Unit C (APN: 419-260-078)
An application for a CUP for on-site beer, wine and distilled spirits
sales with an outdoor patio at a newly proposed restaurant “Boston
Pizza” within an existing building was submitted to the City on
January 23, 2023.
Public Hearing opened at 6:28 p.m.

Second by Commissioner Colindres
To approve Conditional Use Permit CUP2023-0068, subject to the
attached Conditions of Approval; and
Direct staff to prepare a Notice of Exemption for the applicant to file
with the Riverside County Clerk Recorder.

C.4 PLAN2023-0912 for Consideration of a Sign Program for the Starbucks
Coffee Company Located at 449 East Fourth Street (APNS: 418-190-003,
418-190-004 & 418-190-005) in the Community Commercial (CC) Zone
An application for a Sign Program for Starbucks Coffee Company,
PLAN2023-0912, that consists of eight (8) wall signs, two (2)
directional signs, three (3) menu signs, one (1) pylon reface sign, two
(2) pedestrian signs and one (1) clearance bar.
Motion by Commissioner Tinker
Second by Commissioner Colindres
Approve PLAN2023-0912 for the Starbucks Coffee Company Sign
Program as presented.
Approved by a 4-0 vote
D. PLANNING MANAGER COMMENTS
Gave a report out from a training that Planning Staff attended regarding fire
emergency planning. Gave an update of Council approved uses. Announced the
Downtown Incentive Program. Asked the Commission if they would like to be
notified of items discussed in weekly City Development Review Committee
meeting of upcoming projects within the City. Announced the start of the Penn
Widening project. Shared with the Commission a new GIS page created in-house
that shows the Zoning and Specific Plan for each parcel. Gave a report out from
a presentation given by the Wastewater Department regarding fats, oils and
grease in the sewer system.
