CALL TO ORDER at 6:00 p.m. Present: Chairman Nathan Smith, Commissioner Patrick Stephens, Commissioner Robert Tinker, Commissioner Steven Cooley Absent: Vice Chair Anthony Colindres Request of Any Excused Absence Pledge of Allegiance Adjustments to Agenda Conflict of Interest Disclosure B. PUBLIC COMMENT PERIOD (ITEMS NOT ON THE AGENDA): No comments C. ACTION ITEMS / PUBLIC HEARINGS / REQUESTS Approval of all Ordinances and Resolutions to be read by title only. C.1 Approval of Minutes Motion by Commissioner Cooley Second by Commissioner Tinker Approve Minutes dated March 8, 2023 Approved by a 4-0 vote Absent: Colindres 2 C.2 Plot Plan PP2019-0209, Conditional Use Permit CUP2019-0033 and Environmental ENV2020-0011 Commonly Referred to as “Penn Mart” Located on the West Side of Pennsylvania Avenue, North of the I-10 and South of Sixth Street (APNs: 418-112 -021 and 418-160-006) A request to construct and operate a 12-pump gas station, a 3,400 square foot 24-hour convenience store, a 1,292 square foot quick service restaurant, and a 2,295 square foot automated car wash located on 1.33 acres of Sixth Street Mixed Use (SSMU) zoned properties on the west side of Pennsylvania Avenue, north of the I-10 Freeway and approximately 260 feet south of Sixth Street. Motion by Vice Chair Stephens Second by Commissioner Cooley Adopt a Mitigated Negative Declaration for ENV2020-0011, Approve Plot Plan PP2019-0209 and Approve Conditional Use Permit CUP2019-0033, subject to the attached Conditions of Approval with the additional conditions; and, Direct staff to prepare a Notice of Determination for the applicant to file with the Riverside County Recorder. Approved by a 4-0 vote Absent: Colindres C.3 Purchase and Sale Determination – APN 417-051-001 Determination pursuant to Government Code Section 65402 of conformity with Beaumont General Plan prior to acquisition of property located at the intersection of Eighth Street and Elm Avenue. Motion by Commissioner Cooley Second by Vice Chair Stephens Render its report that the property identified as APN 417-051-001, does not conform with the General Plan land use designation of Neighborhood Commercial; and Direct Staff to modify the General Plan to correct this inconsistency with the Zoning Ordinance. Approved by a 4-0 vote Absent: Colindres 3 C.4 Administrative Draft of the Objective Design Standards Workshop Presentation of the Administrative Draft of the Objective Design Standards to obtain feedback and direction from the Planning Commission for future consideration. Feedback on each section was given to staff to continue the discussion with City Council and other City departments. D. PLANNING MANAGER COMMENTS Gave a report out of recent City Council meetings, upcoming City Hall renovations, and upcoming items. Gave a report out from a recent conference that planning staff attended. Gave a report out from recent City events and upcoming meetings. The new fee study will be in effect July 1, 2023. Report out from Commissioner Tinker of upcoming Veteran and Public Safety Memorial. Discussion of summer vacations and the reschedule of the July meeting. E.
