Second reading of ordinance authorizing the levy of special tax of CFD
2023-1 (Fairway Canyon).

Acting in its Capacity as the Legislative Body of City of Beaumont
Community Facilities District No. 2023-1 (Fairway Canyon)
Authorizing the Levy of Special Taxes Within Improvement Area No. 1
and Improvement Area No. 2.”

F.1 Public Hearing to Consider the Placement of Delinquent Sewer Service
Charges on The Property Tax Roll
Pursuant to City of Beaumont Municipal Code Section 13.08.370 and
13.08.380, Resolution 2013-06 and Health and Safety Code section 5470
et seq., the City may collect delinquent fees or charges for commercial,
single family residential, and multifamily residential sewer services on the
property tax roll for those premises.

F.2 Public Hearing to Consider the Placement of Delinquent Solid Waste
Handling Service Charges on The Property Tax Roll
Pursuant to City of Beaumont Municipal Code Section 8.12.240, and
Health and Safety Code section 5470 et seq., the City may collect
delinquent fees or charges for commercial, single family residential, and
multifamily residential solid waste handling services on the property tax
roll for those premises.
City Attorney John Pinkney recused himself for this item.

F.3 Public Hearing and Consideration of a Resolution for the First Amendment
to the City’s Fiscal Year 2023/24 – Fiscal Year 2027/28 Capital
Improvement Plan and Prior-Year CIP
Approval of Resolution to amend the five-year Fiscal Year 2024-28
Capital Improvement Plan (CIP) and corresponding budget
adjustments.

G.1 Annual Resolution Directing the Riverside County Auditor-Controller to
Place the Levy of Special Taxes for the City’s Community Facilities
Districts on the Fiscal Year 2023-2024 County Tax Roll
The approval of this item will allow the Riverside County Auditor-Controller
to levy and collect special taxes for the City’s Community Facilities
Districts for the 2023-2024 fiscal year.

To w aive the full reading and adopt by title only “A Resolution of the
City Council of the City of Beaumont, California, Levying the Special
Tax in Community Facilities Districts No. 93-1, 2016-1, 2016-2, 2016-3,
2016-4, 2018-1, 2019-1 and 2021-1 and Directing the County Auditor
to Collect the Same on the Tax Rolls (93-1, 2016-1, 2016-2, 2016-3,
2016-4, 2018-1, 2019-1 and 2021-1).”

G.2 Purchase and Installation of Additional Mobile View Camera Systems on
Four Public Transportation Buses
The additional four Mobile View Camera Systems will complete CIP
Project T-08.
Motion by Council Member White
Second by Council Member Lara
Approve the purchase and installation of additional Mobile View
Camera Systems on four City buses and authorize staff to amend the
purchase order in an amount not to exceed $130,000.
Approved by a unanimous vote.
G.3 Approval of a Facility Use Policy
Administrative policies and procedures manual for facility use to regulate
the use and rental of community facilities and ensure that the process is
fair and consistent at all facilities.

TARGET/GOAL: Target #5-Quality of Life, Goal #5-Increase Community
Events/Arts and Culture – Priority Level #2
C. Coyazo - Representative of Beaumont Youth Basketball spoke
regarding concerns within the policy regarding fee.
A. Williams - Representative of Beaumont Youth Basketball and wants to
ensure that the program can continue to grow.
Joshua - Spoke in support of the Beaumont Youth Basketball program.
B. Stephens - Spoke in concern of the future of the basketball program if
the facility usage is reduced.
C. Keels - Spoke in support of the Beaumont Youth Basketball program.
L. Orozco – (written comment) Spoke in concern of the policy and how it
affects the basketball league.
Direction to staff to reach out to the school district for availability of
their facilities to alleviate the demand of gym space. Direction to
revise fee reduction scale and include an appeal process for waivers
and bring back at a future meeting.
G.4 Update on Sundance Specific Plan Improvement Requirements
Status update on remaining improvements related to the Sundance
Specific Plan.

G.5 Direction to City Staff on Proposed Amendments to Beaumont Municipal

Review of Code Section 17.07 – Signs for compliance with recent case
law pertaining to non-commercial signage.

O. COUNCIL REPORTS
Voigt - Attended the Cal Cities regional meeting, and the recent Gov in the Park.
Reminder of the next concert in the park.
White - Thanked staff for the coordination of hosting the league meeting.
Thanked everyone for the fire updates.
Lara - Thanked staff for the coordination of the league meeting.
Fenn - Echoed the thank yous.
Martinez - Gave a report out from the quality control committee meeting.
Attended the supervisor meet and greet, the Cal Cities league meeting and
thanked staff for the last minute coordination. Attended the Junior All American
Football ribbon cutting, Freedom Festival, Gov in the Park, RCTC meeting and
RCA meeting. Toured the fire perimeter from the recent fires. Addressed the
recent fire safety precautions and recognized Cal Fire and City staff on their
outstanding response and communication.

The next regular meeting of the Beaumont City Council, Beaumont Financing
Authority, the Beaumont Successor Agency (formerly RDA), the Beaumont Utility
Authority, the Beaumont Parking Authority and the Beaumont Public
Improvement Agency is scheduled for Tuesday August 1, 2023, at 6:00 p.m.
unless otherwise posted.
