Plan Commission Record of Minutes

CALL TO ORDER, PLEDGE, ROLL CALL
Chairman Kiefer called the Plan Commission meeting to order at 7:00 p.m. and led the Pledge of Allegiance.
ROLL CALL: Commissioners Seggebruch (7:05 p.m.), Renzi, Heinen, Green and Chairman Kiefer were present. Commissioners Minnis and Womack were absent. Park and Fire District were present. Library
and School Districts were absent.
Others Present: Jake Melrose, Community Development Manager; Yuchen Ding, Associate Planner; and
Tracey Erickson, Recording Secretary.
APPROVAL OF MINUTES
The Plan Commission minutes dated November 7, 2017, were approved.
PUBLIC COMMENTS - There was no response.
DEVELOPMENT REPORT
OLD BUSINESS
NEW BUSINESS Case No. 071217-SU.SPR.FP Bott Park Recreation Center Mr. Melrose stated the applicant, Plainfield Township Park District, is proposing to construct a recreation
facility located at the Gregory B. Bott Park on 24550 W. Renwick Road, which is currently zoned R-1 Low Density Single Family District. The recreation center plans currently illustrate the building on one of
the parcel lines in its existing lot configuration. In order to bring this building into conformance with the
zoning code, as well as provide the necessary easements/dedications, the applicant is proposing to consolidate the existing five (5) lots that make up the ~47 acre Bott Park and presents the subject plat of
consolidation for preliminary/final plat approval.
Mr. Melrose stated staff believes that the proposed plat of consolidation fulfills the condition of approval
while also providing the necessary right-of-way and easement dedications to the village, and recommends
approval of the proposed plat.
Chairmen Kiefer swore in Jennifer Rooks-Lopez, Plainfield Township Park District.
Commissioner Renzi asked if the five (5) parcels on the plat are becoming one (1) parcel. Mr. Melrose
stated yes. Commissioner Renzi asked staff how the parcels will be labeled. Mr. Melrose stated there are old designations on the plat, which is a requirement, and that all parcels will be consolidated into Lot 1.
Commissioner Renzi asked about the utility easements and setbacks on the west side of the parcel, which is currently Lots 2 and 3. Mr. Melrose stated the easements are off the property. Commissioner Heinen
stated for commercial properties don’t need easements on properties like residential lots have.
Commissioner Heinen also stated if there was public water main or sewage then there would be

designated easements on the property and to his knowledge there is no public main. Mr. Melrose stated
Commissioner Heinen is correct and the plat of consolidation before them includes all the items requested by the Village. Chairmen Kiefer asked if the gas line is off of Renwick. Mr. Melrose stated yes.
Commissioner Green asked about the village right-of-way for right turn only lane on Renwick Road and south end of the property has an additional easement that was provided in addition to the road right-of-
way. Mr. Melrose stated correct. Commissioner Seggebruch stated that the easement is labeled for
roadway and gas line easement.
Commissioner Green made a motion to recommend approval of the requested preliminary and final plat of consolidation review for the property commonly known as Gregory B. Bott Park, 24550 W. Renwick Road, subject to the following stipulation:
1. Compliance with the requirements of the Village Engineer;
2. Payment of any applicable recapture fees prior to the recording of the subject plat Seconded by Commissioner Heinen. Vote by roll call: Seggebruch, yes; Renzi, yes; Heinen, yes; Green,
yes; Kiefer, yes. Motion carried 5-0. DISCUSSION
Chairman Kiefer read the reminders.
