Call to Order: 6:00 p.m. Place: Beaumont Civic Center
Roll Call: Chairman Smith, Vice Chairman Bennecke, Commissioner Wirick,
Commissioner Tinker, and Commissioner Dale were present.

PUBLIC COMMENT PERIOD: None
1) Approval of the Minutes of the Regular Meeting of January 14, 2014.
Recommendation: Approval of the Minutes of January 14, 2014 as presented.
Motion by Bennecke, Seconded by Wirick to approve the Minutes of January 14, 2014 as
presented. Vote: 5/0

2) Scheduled Matters/Public Hearings
a. One Year Review — Conditional Use Permit No. 13-CUP-02, Towing Operation
Business for Dom's Towing and Outdoor Vehicle Storage. Located at 290 Luis
Estrada Road
Actions: Receive Staff Report and Take Public Testimony
Options: Direct Staff to 1) Keep Conditional Use Permit No. 13-CUP-02 with or without
condition clarification (requires applicant agreement); 2)
Schedule Conditional Use Permit 13-CUP-02 for modification of conditions; or 3) Schedule
Conditional Use Permit 13-CUP-02 for denial.

Motion by Bennecke, Seconded by Wirick to Approve Conditional Use Permit No. 13-CUP-09
with modification to condition number 3.4. Vote: 5/0
Modified Condition 3.4: All vehicles in conjunction with the tow business, including the tow
truck, shall be required to be stored inside the fenced area and out of the public's view. No
storage of vehicles shall be conducted along any public street. The storage area shall be
screened from public view to the satisfaction of the Planning Director.

Actions: Receive Staff Report, Take Public Testimony, and Close the Public Hearing
Options: Direct Staff to 1) Approve Conditional Use Permit No. 13-CUP-09 subject to the
conditions of approval; 2) Approve Conditional Use Permit 13-CUP-09 with modifications; 3)
Continue Conditional Use Permit 13-CUP-09; or 4) Deny Conditional Use Permit 13-CUP-09.

Motion by Bennecke, Seconded by Wirick to approve with amendments to the Conditions of
Approval as follows:
Amended Condition:
2. This approval shall require Planning Commission review within five (5) years.
Additionally, the approval shall be valid for a period of ten (10) years, terminating on
February 11, 2024, unless a new conditional use permit or extension is approved by the
City of Beaumont prior to this expiration date.
Added Conditions:
11. Applicant shall provide a list of surrounding businesses to each parent annually.
12. A Drop-of/Pick-up circulation plan shall be submitted for approval by the City of
Beaumont. The approved Plan shall be provided to all parents annually.
13. An Air Quality report shall be submitted to the Planning Department by June 1' of each
year.

C. Planning Commission Reorganization (appointment of Chairman and Vice
Chairman)
Options: 1) Continue with current appointments; or 2) Make new nominations for appointment of
Chairman and Vice Chairman
Nomination by Bennecke to leave the appointments as they currently are.
Motion by Wirick, Second by Tinker to leave the appointments as they currently are with Smith
as the Chairman and Bennecke as the Vice Chairman. Vote: 5/0
