Committee Members Present: Gusti Laidlaw, Paul Christensen, Steven Johnson, Dave Petty,
Donna Bush, and Avi Azoulay.
Staff Members Present: Kurt Wolf, Stefanie Bork
Guests Present David Carey
Welcome: David Petty called the meeting to order at 4:00 p.m.
Public Comment:
Agenda Review & Updates:
Review Minutes: September minutes were reviewed Steve motioned, seconded by Paul, all
were in favor.
David Carey Dock Proposal:
Kurt opened with a quick overview of his prior discussions with David Carey and an
introduction. David Carey gave a first touch and his improvements to The Glass House McCall.
David has proposed funding the non -motorized docking area North of Marina in exchange for 4
docking slips associated with The Glass House/Hotel McCall developing a public private
partnership. The committee reviewed the drafted conceptual design drawn by Kurt Wolf of the
North of the Marina project. The additional docking space would potentially extend towards
the North next to Mill Park Condos current private dock. Gusti questioned how many boats
currently dock at Mill Park Condo. Avi questioned if there is a benefit to extending the docks to
match the Mile High Marina expansion length. David Carey is open to an extended length.
Gusti questioned if the lane lines would stay at Rotary Park, Kurt responded most likely since
they are so enjoyed by the public there. Avi mentioned that the existing dog friendly swim area
should be considered and perhaps the docks are dog friendly as well. Dave Petty questioned
the status of littoral rights Kurt said he will be circling back around with White Peterson Legal.
Kurt closed with speaking that he believes it is a good opportunity for funding a non -motorized
project. Steve spoke in support of the project idea and providing more lake access to the public.
Next steps will be to revisit in December questions and concerns and Kurt to bring an update on
measurements and his work with Jason King, Department of Lands. David Carey will continue to
pursue the next steps in the process.
E-bike Ordinance:
Stefanie Bork opened the discussion with a review of Idaho Bicycle Law and current McCall City
Code. Steven would like to see city staff departments work together to build the city code
ordinance. Paul said there would be benefitted to speaking with St. Lukes while we discuss
code. Diane Sanders, a citizen, said that city codes will not be enough, but an education piece is

needed. Staff and committee members agreed with a focus on the age group of 11-14. Avi
spoke to the safety concerns and would like to focus the energy of the committee on how e-
bikes affect city parks, and paths. Dave mentioned it would be vital to have a representative of
the committee attend staff/consultant meetings as we begin the process of a -bike code
ordinance. Working towards the code is the first step with addressing the issues associated with
E-bike use and safety. Donna questioned if there is an option to start educating youth and
having ambassadors begin education prior to code placement. Donna hopes to speak with
CIMBA and St. Lukes. Stefanie will share the Boise E-bike ordinances and Code as examples. Avi
mentioned there may be benefit to reviewing our current park codes, Stefanie will also share
current city parks codes.
Recreation and Parks Business Update:
Stefanie gave an update on closed recreation events and programming and shared information
on current and upcoming events. Youth basketball, No school Fun Days, Indoor Soccer, Annual
City Holiday Tree Lighting. Avi questioned the health of the tree and the stress taking place on
the tree. Kurt said road salt has put the tree under stress and they hope to mitigate the
problem by protecting the bast of the tree with a planter.
Kurt updated on parks:
• Winterizing facilities has taken place and staff are preparing for snow removal.
• Funds from PD and IT were used to purchase security cameras for certain park locations,
for example skatepark. Kurt gave example of Rotary Park restroom vandalism. Cameras
will be installed at specific parks that are seeing ongoing vandalism.
• Davis beach will be wrapping up on intake building Kurt will begin drafting concepts on
park and path improvements.
• Boat launch is complete parks will be welding and building the permanent handrailing
for the boardwalk.
• Roosevelt Park improvements, escrow funds are being used for the project and work
completed in house to extend the funds. The opportunity was great for staff to be
involved in.
• Museum site landscaping to take place next spring/summer. Trees have been lost to the
bark beetle and will require several spruces to be removed to mitigate the beetle
spreading to other stressed trees. Trees will be milled by parks staff and will be
repurposed on site used as siding for 10 Bay improvements. Kurt is also working with
the museum board on renewing their lease.
Next Meeting Business: North of the Marina project update, Mile High Marina project update,
Museum Site lease, Annual Report to City Council.
