1. Recommend approval to City Council of Tentative Tract Map No. 29267 Amendment #1,

Tentative Tract Map No. 29267 Amendment #1, with the following added Conditions:
3.26 An additional "Open Space" designated lot shall be incorporated into the Final Map
Design between Lots 217 and 218 for additional pedestrian walkway access, to the
satisfaction of the Director of Planning.
4.23 Offsite Improvements shall be provided (namely the southern road -section of Cougar
Way) subject to review and approval by the P. Works Department. A Reimbursement
Agreement shall be established to determine, fair share costs, subject to approval by the
City Council.

C. Conditional Use Permit No. 14-CUP-14 (Total Quality Construction), A Proposed
Construction Equipment Office and Storage Facility Located at 513 Michigan
Avenue
ACTIONS: Receive Staff Report and Hold the Public Hearing;
OPTIONS:
1. Approve Conditional Use Permit 14-CUP-14, with direction to staff regarding the
implementation of Conditions of Approval based upon the findings stipulated herein,
subject to the attached conditions of approval; or,
2. Approved with direction to staff regarding the implementation of Conditions of Approval
with modifications; or,
3. Continue Conditional Use Permit 14-CUP-14; or,
4. Deny Conditional Use Permit 14-CUP-14.

Motion by Bennecke, Seconded by Tinker to approve with the following added/modffied
Conditions:
1.11 A Minor Plot Plan Application shall be submitted and reviewed by the Planning
Commission for the Phase 2 portion of the site.
3.3 Outside lighting shall be provided and directed so as not to shine directly upon adjoining
property or public rights -of -way and shall comply with the City of Beaumont's Outdoor
Lighting Ordinance. An Improvement Agreement to defer this item shall be recorded
prior to occupancy of the Phase 1 portion of the site.
3.5 Within two years from the date of this approval, a six foot high decorative block wall shall
be constructed along all property lines. An Improvement Agreement to defer this item
shall be recorded prior to occupancy of the Phase 1 portion of the site.
3.6 Within two years from the date of this approval, a trash enclosure of masonry
construction shall be provided on -site and utilize metal doors to the satisfaction of the
Planning Department and meet the requirements of the Department of Building and
Safety. Chain -link gates with wood slats are prohibited. It shall be sized appropriately to
accommodate both recyclable and non -recyclable bins pursuant to requirements as set
forth under Municipal Code Section Chapter 8.14. An Improvement Agreement to defer
this item shall be recorded prior to occupancy of Phase 1 portion of the site.
5.1 Landscape and irrigation plans shall be submitted for the approval by the Planning
Department, and shall provide landscaping for all areas of the site not covered by
buildings or hardscaping. Prior to occupancy of Phase 1, Landscaping shall be provided
along the Michigan Avenue road frontage to the satisfaction of the Director of Planning.

additional false shutters will be required for all second -story rear and side elevations that
face streets or open -space areas within each Planning Area, Lot 55 shall provide a six
foot in height masonry wall return, and all mailbox centers shall provide solar overhead
lighting; or,
2. Approve Plot Plans 14-PP-04, -05, -06, and -07, inclusive of the conditions stated prior
with modifications; or,
3. Continue Plot Plans 14-PP-04, -05, -06, and -07; or,
