I. Call to Order; Roll Call
A. Mayor Murray called the meeting to order at 7:00 PM; Roll Call; John Lanie,
Jinsie Bingham, Mark Hammer, Terry J. Smith, Adam Cohen all present.
II. Public Petitions and Comments
A. Noise Ordinance Waiver Request
1. Patrick Lane present is representing this request. Discussion. Ken Owen
will be helping with publication. Undecided on the philanthropy that will be
chosen.
2. Motion by Mark Hammer to waive noise ordinance until 12:30 PM, second
by John Lanie, unanimous approval.
III. Street Closures
1. Greencastle Youth Baseball Parade
a. April 12, 2008
i. Brian Pohlar present for this request. This would be a
rolling parade as approved by Chief Tom Sutherlin. There
will be approximately 20 vehicles involved and police escort
at beginning and end of the parade.
a. Motion by Adam Cohen, second by Terry J. Smith to
approve this request, unanimous approval.
2. DePauw University Commencement
a. May 16, 2008 and May 18, 2008
i. Motion to approve by Mark Hammer, second by Jinsie
Bingham, unanimous approval.
IV. Department Reports
A. Mayor Murray took this opportunity to comment on the continued efforts of our
department supervisors and all that they do in and around our community,
specifically, Ernie Phillips and staff taking Master Gardner Class and working
with community building covered bridge at Cemetery as well as Rod and the
Parks Department and the recent Lego mania event. Chief Sutherlin and his
staff recently were on duty protecting Prime Minister Tony Blair on his visit to
DePauw University. Mayor Murray thanked Paul Wilson and his staff for their
great care taken in keeping our roads safe. The Utility Department in their work
and the recent award received by Fire Chief Newgent.

V. Approval of Minutes
A. Regular Meeting February 12, 2008
1. Motion by John Lanie to approve as submitted, second by Jinsie Bingham,
unanimous approval.
VI. Approval of City Claims
A. Motion to approve as presented by Mark Hammer, second by Terry J. Smith,
unanimous approval.
VII. Old Business
A. Ordinance 2008 -2, An Ordinance Amending Ordinance 2007 -12, An Ordinance
Establishing the Size of the Departments of City Government of the City of
Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments
and Fixing the Salaries of Certain Other Appointed Officials for the Year 2008.,
Second Reading
Mayor Murray shared that the format is different in that we have combined
Water and Wastewater utilities with all departments listed with no change in
dollar amounts. Mayor Murray asked George Russell to speak regarding
the classes he is teaching at the Wastewater Plant. Discussion about
various savings this merger will create and continued incentive program
becomes a win /win situation.
a. Motion by John Lanie to approve on second reading, second by
Mark Hammer, unanimous approval.
VIII. New Business
A. Ordinance 2008 -3, An Ordinance Replacing Ordinance 1996 -5 Regarding
Procedures For Drug And Alcohol Testing For Employees With Commercial
Drivers Licenses, First Reading
1. Mayor Murray read this Ordinance in its entirety. Pam Pierce will be the
administrator of this program. She has been through the training and has
been working with Attorney Hardwick on this matter. Mark Hammer
requested word change on page 4, letter C, number 1, from can to shall.
a. Motion to approve on first reading by Jinsie Bingham, second by
Terry J. Smith, unanimous approval.

A. Mayor's Report
1. Discussion regarding electronic mailing of packets.

C. Councilors
1. Terry J. Smith encouraging public to take care of abandoned vehicles in
their neighborhood.
2. Jinsie Bingham shared that the City of Greencastle was 159 years old on
Sunday, March 9, 2008.
X. Adjournment
A. Motion by Adam Cohen to adjourn at 8:07 PM, second by John Lanie,
unanimous approval.
