Agenda Date: September 3, 2013
Subject: An Ordinance Amending Section 9.30.020 RE: Dangerous Weapons
AGENDA ITEM
Background/ Summary:
The current Beaumont Municipal Code prohibits the discharge of dangerous weapons within the
city limits. It has been brought to staff's attention that this prohibition limits private property
owners from using firearms as a means to control varmints, birds, and other pests that cause
damage to their property.
This ordinance will provide for a process that will allow the private property owner to seek a
permit from the Office of the Chief of Police to allow for the use of firearms subject to any
restrictions and/ or conditions that the Chief of Police deems necessary to protect the public
health, safety, and general welfare.
Fiscal Impact:
A fee will be imposed to cover staff's time in reviewing the application and inspecting the
property of the applicant, as well as monitoring the permit upon issuance.
Recommendation:
Staff recommends that the City Council hold a Public Hearing and approve the first reading of an
Ordinance amending Chapter 9.30.020 of the Beaumont Municipal Code.

Agenda Date: October 1, 2013
Subject: An Ordinance Amending Section 9.30.020 RE: Dangerous Weapons -
(Second Reading)
Background/ Summary:
The City Council approved the first reading of this ordinance amending Section 9.30.020 at the
regular meeting on September 3, 2013. Staff determined at that time that we had failed to address
the issue of fees and insurance for the issuance of permits. We have amended the ordinance to
reflect the setting of fees by Resolution of the City Council and the requirement for insurance by
anyone seeking a permit.
Fiscal Impact:
A fee will be imposed to cover staff's time in reviewing the application and inspecting the
property of the applicant, as well as monitoring the permit upon issuance.
Recommendation:
Staff recommends that the City Council hold a Public Hearing and approve the second reading of
an Ordinance amending Chapter 9.30.020 of the Beaumont Municipal Code as amended.
