Dear Custodian of Records,
I am following up on my recent request for: Any record that contains addresses that is required
for the printing of the address labels which were fixed to the envelopes containing the October
22, 2014 letter to GulfStream Residents signed by Scott W. Morgan.
Your response states that you estimate you will need 4.5 hour to produce this record and
therefore require a deposit from me of $166.73. You wrote: To produce the documents for that
you have requested, the Town of Gulf Stream estimates the need for 4.5 hours of administrative
sup port...4.5 hours Q39.23 = 176.54) - (25 hour (), 39.23= 9.81 ) = Deposit Due: $166.73 in
cash or check. I am shocked by this amount. I assume you believe you need 4.5 hours to search
for this record because you misunderstand what record I am searching for and I somehow was
not clear in describing the record I seek. Allow me to more clearly describe the record I wish you
to produce.
Mr. Morgan recently sent a letter addressed to all Town residents. The letter was placed in
hundreds of envelopes. Each of these envelopes had a label glued to the envelope. Each of these
labels had a recipient's address printed on one side. The recipient's addresses, which were printed
on the labels came from somewhere. I am seeking the record that contains these addresses that
was used to print these labels. I assume this record is in a data base or digital file or simply a
printed sheet. I also assume that when the labels were recently printed, the record I seek was also
recently accessed. Whoever produced the labels recently used this record to do so. I also assume,
that in the near future when another letter is sent to all Town residents from Mr. Morgan, this
record will be accessed yet again. I expect it should not require 4.5 hours to produce this record.
Therefore, this is a follow up record request for the record I described above. Please produce this
record as per the terms of my original request.

The Town of Gulf Stream received your public records requests on November 6, 2014. You
should be able to view this request at the following link http://WWW2.gulf-

of your public records request is set forth in the italics above. In future correspondence, please
refer to this public records request by the above referenced number.
In response to GS #1596, the Town originally informed you that we had no existing mailing list,
and that we cannot produce the "list" without creating another record. The Town does not have
an obligation to create records in response to a public records request. You then revised your
request to say "Any record that contains addresses that is required for the printing of the address
labels which were fixed to the envelopes containing the October 22, 2014 letter to Gulf Stream
Residents signed by Scott W. Morgan. " This request can be viewed at the following link:

records, we would have to gather each account individually and perform a "print screen" of each
account in our database. We requested a deposit from you for 4.5 hours of administrative support
at $39.23 per hour, the labor cost of the personnel providing the service, per Fla. Stat. §
119.07(4)(d). The deposit total was for $166.73, which included 15 minutes of our time at no
charge.
The only other alternative to paying $166.73 is to request a copy of the database from Softline
Data, our utility billing software, in which they estimate the cost to be $2,500.00 for the database
in its raw form. It is also estimated the Town will need .25 hours of administrative support at
$39.23, the labor cost of the personnel providing the service, per Fla. Stat. § 119.07(4)(d).
(.25 hours @ 39.23 = 9.81) - (.25 hour @ 39.23= 9.81) + (2,500 flat fee) = Deposit Due:
$2,500 in cash or check.
Once the Town has received your deposit, Softline Data will be advised to undertake the processing
of your Public Records Request. If the digital records can be obtained and produced for less than
the provided estimate, they will be promptly provided to you, with a partial refund of your deposit
based on the actual cost of production. If the digital records cannot be obtained, or otherwise
produced for a cost less than the deposit, the Town will send you a letter with an estimate for the
additional cost of production, and require an additional deposit.
The Town of Gulf Stream is currently working on a large number of incoming public records
requests. Upon receipt of your deposit, the Town will use its very best efforts to further respond
to your public records request in a reasonable amount of time.
