Box 2749 Tybee Island, GA 31328 Phone (912) 786-4573 Fax: (912) 786-9539 RE: 903 Jones Ave Dear Mr. Shaw I have reviewed the revised site plan from Mark Bowles, PE, emailed late Thursday 12APR2018. My review is limited to drainage issues and land disturbing activities. I have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density, zoning, tree protection or subdivision regulation issues. While the Engineer included asbuilt information for the northern side and western rear, as the entire site was not updated to "as built" conditions and the site is not completed, I am clarifying that my concurrence is only for design and not "as built" drawings. Due to the history of this project, I offer the following basis of my concurrence: ♦The fence detail two rows of 6" high timbers above the ground, except for the gates. +The asbuilt information on the areas where the two rows have been asbuilt show only a 0.49' height of the wall above the interior earth at the NW corner and heights only as little as 0.46' further eastward down the fence towards Jones Avenue. For the portion of the fence that has been asbuilt along all but the south end of the rear west rear and the north side, the heights above the ground are acceptable as shown, including the approximate'/ foot height of the retaining wall along the north side fence. +As there is no separate detail or size/height description for the retaining wall shown along the east end of the north side, the retaining wall portion of the fence detail was considered for this. ♦Due to the ground elevations shown on the south side, the higher ridge in the middle rear breaking the flow north and south and the lower areas northward of the pool on the south side, 1/ foot will not be considered adequate to contain flow clockwise around the residence. The detail showing both of the 6" high timbers will be required to be followed. +As the fence on the south side does not extend far enough southward to contain the flow from the pool to flow to the Swale curving counterclockwise across the driveway, I understand the reason for the Engineer leaving the berm in from north of the pool, along the west side of the pool, and further south, as shown on the plan I concurred with previously. The swale with an invert of 5.75 just south of the pool, shown to flow counterclockwise, north across the driveway toward the area of the NE property corner is as previously concurred with. This southeast berm and front northward flowing Swale are the only two elements of the previous design that remain in the drainage design. ♦Based on my experience in reviewing similar projects, I am comfortable with waiving the requirement for drainage calculations supporting this revised drainage design plan. As there were no drainage calculations provided, the swales the Engineer referred to on the sides and rear were not considered. Based on the above, and within the scope of my design review, to the best of my knowledge and belief, it is my opinion the drainage design complies with the requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by the GA D.O.T. or other governmental body or authority having jurisdiction over any portion of this project.
