A. CALL TO ORDER at 6:00 p.m.
Present: Chairman Nathan Smith, Commissioner Patrick Stephens,
Commissioner Robert Tinker, Commissioner Steven Cooley
Absent: Vice Chair Anthony Colindres

Approval of all Ordinances and Resolutions to be read by title only.
C.1 Approval of Minutes
Motion by Vice Chair Stephens
Second by Commissioner Cooley
To approve Minutes dated June 14, 2023.

C.2 Conditional Use Permit CUP2023-0070 for a Request for an ABC Type 21
(Off-Sale General) Liquor License to Sell Beer, Wine and Liquor and
Public Convenience or Necessity finding for Penn Mart located on the
West Side of Pennsylvania Ave, North of the I-10
A request for a Conditional Use Permit for off-site beer, wine and liquor
sales and Public Convenience or Necessity finding at a previously
approved gas station, convenience store, and car wash, commonly
referred to as “Penn Mart.”
Public Hearing opened at 6:12 p.m.
Applicant answered questions from the Commission
Public Hearing closed at 6:15 p.m.
Motion by Commissioner Cooley
Second by Commissioner Tinker
Hold a public hearing; and,
Approve Conditional Use Permit CUP2023-0070, subject to the
attached Conditions of Approval with the modification to only a type
20 ABC license and not a type 21; and,
Make a finding of Public Convenience or Necessity; and,
Direct staff to prepare a Notice of Determination for the applicant to
file with the Riverside County Clerk Recorder;

C.3 Conditional Use Permit CUP2023-0071 for Refuge Cigar Lounge located
at 688 Beaumont Avenue (APN: 418-074-001)
A request to operate a cigar lounge/tobacconist’s store within a suite of an
existing multiple tenant building located at 688 Beaumont Avenue.
Motion by Commissioner Tinker
Second by Commissioner Cooley
Continue CUP2023-0071 off-calendar without discussion.

D. PLANNING MANAGER COMMENTS
Planning staff attended a recent fire training. Gave a report out from a recent City
Council meeting that approved budget funds for Commission trainings and
discussion of short-term rentals. Discussion of upcoming items for Planning
Commission.
