The Tybee Island City Council met in a Special Meeting at 7:30 p.m.
on Monday, August 29th, 1983 at the City Hall for the purpose of considering a
temporary location for the Tybee Island Chamber of Commerce's Welcome Center, and
to hear a request for a permit to hold a wind sailing contest. Mayor Charles J.
Hosti presided and the following members of Council were present: Sebastian J.
Orsini, John C. Wylly, Jr., Jeanne M. Hutton, and Jerome W. Bettencourt. Klima
J. McCutchen and James F. Fabrikant, Jr. were absent, as was the City Attorney,
Thomas J. Mahoney, Jr.
At Mayor Hosti's request the Clerk read a letter from the Tybee
Island Planning Commission which recommended that a temporary permit, limited to
no more than one year, be granted to allow the Chamber of Commerce to house its
Welcome Center in a trailer located on property owned by Charles Masterpoulis and
identified as PIN Number 4 -04 -08 -004 and /or 209 -215 Butler Avenue.
Councilperson Hutton expressed concern that the permit be temporary;
limited to no more than one year, and that this be expressed in writing.
Mayor Hosti stated that the City Attorney will be asked to write a
letter to both the owner and the tenants, so that there will be no misunderstanding
as to what the city is permitting.
Councilperson Orsini moved that the City Attorney be instructed to in-
form both the owner and the prospective tenants that the city will approve a temp-
orary permit, for no more than one year, or until the sale of the property, which-
ever cones first, for the temporary use of the trailer located on the property by
the Chamber of Commerce's Welcome Center, but by no other tenant. Councilperson
Wylly agreed to second the motion provided a date of beginning is stated. After
conferring with Chamber representatives who were present the date of September 15th,
1983 was inserted as the beginning date of the permit. There was no further dis-
cussion and the motion passed unanimously.
Fred deBorde asked permission to speak and this was granted by Mayor
Hosti. Mr. deBorde asked permission to rent the city's front -end loader to unload
approximately 20 loads of clean rubble west of the seawall in front of property of
the Doyle and Brown families adjacent to 18th Place. He stated that the work will
probably take about four days. Councilperson Hutton will investigate and consult
with the city's public works supervisory personnel and will then give Mr. DeBorde
an answer.

Ms. Sherry Jenkins asked permission of the Mayor and Council to hold
a wind surfing contest from 1:30 to 3:30 p.m. on Saturday, September 3rd in the area
of Center Street. The wind surfing contest would be advertised by Z -102, a local
radio station, and they would also sponsor a bikini contest and furnish prizes.
Councilperson Wylly moved to allow the permit; Councilperson Hutton seconded. During
discussion Councilperson Bettencourt asked about water safety and was informed that
a certified lifeguard is part of the group as are a nurse and medical doctor. The
vote was unanimously in favor of allowing the permit.
The meeting was then adjourned.
