1. Novel Corona Virus Response:
On October 27th, Idaho was rolled back to a modified Stage 3 period of re-opening under the Governor’s
Stay Healthy Order. The Governor’s Order limits in-person gatherings to 50 people or less in both public
and private settings; requires masks in long term care facilities; requires all patrons of bars, nightclubs, and
restaurants to be seated with 6 feet of physical distance; outdoor gatherings are limited to 25% of venue
capacity and/or at a capacity to maintain 6 feet of physical distance between people; all persons shall
maintain 6 feet of physical distance from other persons who are not from their household. (See attached
Order for full detail.) The Governor reiterated during his press conference on October 26 that he expects
local councils, boards, and commissions to issue health orders to prevent the spread of the coronavirus in
their own jurisdictions and that local communities can have stricter requirements than his order.
Since my last department report, Central District Health reports positive cases attributable to Valley County
primary residents rose from 93 to 117 as of the date of this memo. No new deaths of a Valley County
resident occurred. Central District Health issued a Valley County mask requirement at their August 11
board meeting due to the impacts Ada County and Canyon County residents have on Valley County. Both
Ada and Canyon counties are hot spots in Idaho. The Central District Health mask requirement has an
indefinite timeframe.
St. Luke’s McCall COVID-19 testing data reports 133 positive test results as of the date of this memo for
all patients seen at their facility. This information is regularly updated at this location:

In regard to city operations, we have re-evaluated our staffing patterns and telework arrangements to ensure
that we are complying with the Governor’s Order and are limiting the impact a COVID exposure and
quarantine would have on our continuity of operations. Employees are still required to self-assess their
health and take their temperature prior to reporting to work. The Incident Command Team is focused on
ensuring PPE supplies are available and employees are adhering to policies. Expenses related to the corona
virus response are being tracked for reimbursement from either the CARES Act or FEMA. In addition to
the regional COVID Task Force weekly telephone update, I continue participate in the St Luke’s McCall
Monthly Department Report – City Manager
bi-weekly Adaptive Recovery Collaborative meetings to ensure coordination of information and resources
during the pandemic.
2. Payette Lakes Recreational Water & Sewer District Update:
As requested by Council on October 8, a letter was sent to the District in response to their September 14
letter regarding a new sewer density map and connection policy. The District postponed their adoption of
the related resolutions until their November Board meeting and agreed to have the Post Annexation JWAG
meet prior to that meeting. The City also received a letter from the West Central Mountains Economic
Development Council offering assistance to the City and District in obtaining outside resources for
infrastructure upgrades and repairs to minimize the amount of time the community is subject to the interim
sewer connection policies. I have attached copies of those letters.
3. Communications Manager Update:
The major initiatives in October included:
• Library Focus Groups were held, results compiled; and report prepared for October 30 special work
session
• Winter event pre-planning and coordination with Chamber of Commerce
• Business outreach provided for Governor’s Stage 3 Order
• Website redesign and updates. New City Council/City Manager page is live.
• Airport Master Plan public meeting logistics
4. Human Resources Manager Update:
• The City’s annual employee wellness clinic was held on Thursday October 22nd from 8am to noon at
City Hall
• Attended annual Caselle software training for payroll administration
• The HR Manager passed her exam and received professional certification from IPMA-HR
• Prepared personnel policy update for December Council meeting incorporating new changes from
federal and state laws
• Created employee “Decision Tree” to assist individuals with health self-assessments regarding
COVID-19 vs. Cold/Flu
