HomeMy Public PortalAboutCED Department Report Nov2020Memo / To: City Council From: Michelle Groenevelt, AICP, Community & Economic Development Director CC: Anette Spickard, City Manager Date: 12/03/20 Re: Monthly Department Report –December 2020 General: In order to better manage the permit process, the department is starting to implement a new software program that will allow for online applications, better workflow and all electronic plan submittals. Housing: The Housing Advisory Committee will hold a meeting on November 30. A Strategic/Work Plan is being developed for the next year and will be discussed with the Council in December. Staff and City Attorney have been answering questions on the Thompson Place project as the developer works through the deed restriction qualification process. Plan to work with consultant on refining deed restrictions and qualification process for the McCall Incentive Program starting in December. Long-range Planning: Valley County issued the Request for Proposal (RFP) for the Waterways Management Plan and four proposals were received. City and County will review proposals in December. The Idaho Commission on the Arts, in partnership with the Idaho Policy Institute and West Central Mountains Economic Development District, is moving forward with collecting survey data about the regional creative economy in anticipation of establishing a regional Creative District. CEDD staff is participating in the local working group and will help roll out data collection surveys beginning in December. Code Update: The public hearing for the latest code amendments were recommended by P&Z to the City Council and County Commissioners. Public hearings have been scheduled at City Council on December 3 and the County Commissioners for December 7. Urban Renewal: The next McCall Redevelopment Agency meeting is December 15. Amy Westover will work with the Board at the December meeting on the Public Art Project concepts. GIS: Continuing to work with contractors installing conduit and fiber around town for the IT department. Mapping locations of vaults and line locations and helping the IT department plan for the next phase of development of the Rapid project. Working with Planning and Public works on the Sewer Master plan data and document. Working with the Water Dept on field mapping areas of low accuracy and mapping new construction. Building: See attached Building Permit report. Current Planning: The December P&Z agenda remains steady with eight application, mostly design review and record of survey applications. There will be several land use applications coming before Council in the next couple of months, including one for code amendments. Staff is working on getting the land use schedule set for 2021. Public Art: Visit www.mccALL4ART.com to learn about the McCall Public Art Master Plan outreach efforts and to nominate sites for future public art. An update to City Council is anticipated for December 17. Erica and Jamie Laidlaw presented three design concepts at the October 26 Public Art Advisory Committee for functional artwork on 2nd Street. These design proposals will be made available for public comment during November with an anticipated final selection recommendation to City Council in late December or early January. Historic Preservation: The Historic Preservation Commission will meet on December 14.
