More information will be shared on the next department report. Licenses and Permits Licenses for Fiscal Year 2021: Business – There were 7 new applications approved this last month; 16 issued in the current fiscal year. Of the business licenses received to date, 2 are vacation rentals and 1 bed and breakfast. Education and enforcement are a continuous process. 2021 Business License renewals have been mailed out. The majority of the Snow Removal Contractors have updated their insurance and have been issued their vehicle decals for the upcoming winter season. Staff is working on finalizing existing contractors and proceeding with enforcement. Alcohol – 0 New applications approved; 41 approved holders have renewed for 2021; 2 closed the license. Permits Processed for Fiscal Year 2021: Vendor permits (2); Alcohol Catering permits (0); Farmers Market permit (0); Fireworks Display (0) Fireworks Stands (0); Animal Drawn Vehicle Permits (0); Public Events (0); Peddlers permits (0) – Numbers reflect permits issued since October 2020. New permits are being issued depending on circumstance and ability to adhere to social distancing rules. As a reminder, anytime alcohol is served to the public in any way including self-serve or wine/beer sampling, it must be served by a State licensed entity or it is considered a violation of the City open container law and a misdemeanor charge can be issued. An alcohol catering permit is required any time a business wants to serve alcohol to their clients or for an event. Under Idaho Statue 23, only restaurants and bars are allowed to serve with some exceptions. McCall City Code Title 5 Subchapter A 5.5.030f prohibits open container alcohol beverages in motor vehicles, public streets or alley or other public property, and in or on private property open to the public, and in possession without permission of the owner, and not in or on premises for which a liquor license for sale of that beverage by the drink has been issued, such as in a parking lot. Short-Term Rental Code Compliance Staff is working in coordination with the City Planner in conducting ongoing compliancy enforcement. Records Retention Staff are concentrating their efforts to digitalize all semi-permanent and permanent records, reorganizing the vault, and preparing records for destruction. The retention manual is under revision to include the new State rules regarding record digitalization. The department is moving into online submittal of all business license and permit applications. Staff has identified and confirmed 48 boxes for destruction of old paper records in the month of November. Training Clerk staff have been attending virtual trainings as time allows on the TEAMS, Laserfiche, and Caselle programs. COVID-19 Level 3 Staff Adjustments Due to the increase in cases and the Governor’s new order, staff will be working in staggered shifts, possibly relocated to another work space, or working remotely at home to meet the new standard of no more than 50% of a given department or pod working together at one time. City staff can expect some internal operational changes to help minimize the number of people entering the building and virtual communication is encouraged as much as possible. The Clerk department is implementing a schedule that will still allow normal service as best as possible. Due to the rollback to level 2, the public are encouraged to utilize the drop box for payments and call or email to speak to staff. Appointments may be necessary for any in-person interaction at City Hall.
