TYBEE ISLAND HISTORIC PRESERVATION COMMISSION
MEETING MINUTES
April 16, 2018

CALL TO ORDER
Jan called the meeting to order at 6pm and welcomed everyone.
NEW BUSINESS
Meeting Minutes for Consideration
Motion was made by Kathy, which was seconded by Susan, to approve the Historic Preservation
Commission meeting minutes of April 16, 2018. The motion passed unanimously.
Project Updates
Chantel confirmed that she is working with George regarding approval of the works and costs detailed in
the proposal from Lominack-Kolman-Smith Architects to do the design guidelines for the South End
Overlay Business District. Jan and Chantel reported that a meeting was held last week with the
consultants to review the expectations of the project, their goals, and a draft of the timeline. The project
will be done in two (2) phases. The first phase is specific for determining and developing standards and
updating the ordinance(s) accordingly before the September deadline. The second phase will be a
document detailing the guidelines with building features. This will be the piece that the outside graphics
team will help with per Jackson’s suggestion. This document will be user friendly for the public and easy
to reference for the permitting department to use when applications are submitted for older buildings.
This document will be submitted after the September deadline of the moratorium. Jan emphasized the
importance of commissioners encouraging supporters to attend the planning commission and city council
meetings when these will be reviewed.
OLD BUSINESS
HPC Training
Chantel will forward class/conference information for required trainings as she receives.
Status of Projects
Jan discussed the examples she has received from Madison, GA. They have yard signs placed around their
historic districts, do an ice cream social in May, work closely with their Main Street organization and
Planning Departments, do monthly awards, host tours, and have banners that promote preservation
around town. Discussion ensued regarding how city funding can and cannot be spent and how other
cities may operate. Yard signs would be prohibited for Tybee. Jackson confirmed he will continue to
advocate for preservation diplomatically and passionately and continue to educate the public and
increase awareness. Chantel reviewed Article 14 and read Section 14-030 which references commissioner
qualifications and powers. Jackson reviewed the city attorney’s advice regarding city funding for the
billboard and confirmed that it will be okay to use a portion of the Main Street budget, which is
designated for preservation goals, provided the message is for educational/awareness purposes only.
Chantel reviewed the Main Street budget and funding available for preservation projects every year. Phil
made a motion, which was seconded by Kathy, to lease the billboard at 17 Breezy Point Road and have

the words Celebrate Tybee’s Historic Preservation to honor national preservation month to start in May
for a six-month period. Motion passed unanimously. Jackson suggested that he work with Sarah and
Chantel on the final design. All agreed.
Jackson confirmed that the layout of the brochure is on hold until copy is provided by everyone.
Sarah and Chantel reported they have identified locations for the national historic district informational
panels. Chantel has sent a request for approval of the locations to the city manager in order to proceed.
Sarah confirmed the design will be done for installation in May once the city manager authorizes the
locations.
Sarah reported that the walking tour of Fort Screven would be taking place the second week of May.
Commissioners will be invited to volunteer and/or attend, as they are available.
Jan reminded commissioners to send her contact information of people they know that want to be
contacted regarding preservation actions.
Kathy shared about the Mayor’s State of the City address.
Jan requested commissioners assist with additional outreach efforts. Chantel shared that the Program’s
May Beachcomber article will focus on preservation. She will email the article to them. Kathy confirmed
that she will contact Alaina with the Beachcomber about writing a monthly article highlighting
preservation and the commission’s works. She requested commissioners send her suggested topics.
Date Options for Joint Meetings
Chantel confirmed this agenda item will be a standing item on the agenda until commissioners are ready
to review date options to have joint meetings with the Development Authority/Main Street Board of
Directors and the Mayor and City Council. She confirmed that all agreed to wait until after the six-month
moratorium per Phil’s suggestion.
PERMIT REVIEW PROCESS
Jan confirmed she has done one review of a permit since the last HPC meeting.
OTHER BUSINESS
Chantel welcomed and introduced Bob. Bob thanked everyone for the opportunity to be part of today’s
meeting.
He congratulated everyone on their efforts working on preservation for Tybee. He reviewed recent
national listings and works that are currently underway and his recommendations in each of the Historic
Resources Surveys. Chantel confirmed that he will be presenting at the city council meeting
Thursday. Commissioners thanked him for all of his work over the years and for coming to the meetings.
