HomeMy Public PortalAbout08-30-2007THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, AUGUST 30, 2007 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, August 30, 2007, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were City Attorney Walt Chidester, Police Chief Kris Wolski, Vicki Brim, Jim Hair, Vicki Hair, Billy Stonecipher, Isaac McCain and Kevin Taylor. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the August 23, 2007 meeting. Lawson made a motion approve with an amendment under Bid Awards, letter A, to include Pro Lawn Care with the bid amount of $17,354.00 with a second by Flood. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment in the amount of $259,569.67. She explained of that amount $98,170.15 was paid to L.J. DeWeese for Sidewalk and Curb project, $31,934.00 was paid to Pro Lawn Care for the Hub Etchison Parkway Project and a payment to Harvest Land in the amount of $30,498.16 for fuel and gasoline. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. REQUEST A. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval to close the 100 to 400 Blocks of South 4th Street on October 6th and 7th from 10:00 AM to 5:00 PM for the Annual Fourth Street Fair. Lawson had questions about residential handicap parking in this area and Vicki Brim told her that there has never been a problem in the past but if it came up it would be taken care of Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval for local merchants from the Depot District to set up product displays Board of Works Minutes August 30, 2007 Page 2 of 3 on public sidewalks in front of their businesses during the hours of 8:00 AM to 7:00 PM on Friday and Saturday, September 7th and 8th for the Richmond Arts & Music Festival Sidewalk Sale. He explained that the request was submitted by Roger Richert on behalf or the Depot District. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. C. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of a street closure for Fort Wayne Avenue from North "D" Street to North "E" Street and the 400 Block of North 9th Street starting at 3:00 AM on Saturday, September 22, 2007 and running through to 12:00 midnight for the Everett Fall Festival with a rain date of September 23, 2007. The request is also for the approval for the local merchants to set up product displays on public sidewalks and in the roadway on Fort Wayne Avenue. He said that this request was also submitted by Roger Richert on behalf of the Depot District. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. D. Robinson brought to the board a request that was presented by Billy Stonecipher the owner of Phat Daddy's and Isaac McClain who is the Vice President of Midwest Connections for the approval of a street closure of the 700 Block of East Main Street on Saturday, September 1, 2007 from 1:00 PM to 11:00 PM for the Midwest Connection and Phat Daddy's Present Bike Show and Rally. Captain Terry Hopkins told the board that they were going to provide their own security and he felt that it was sufficient. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. E. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of the observance of Trick or Treat Night on Wednesday, October 31, 2007 from 5:30 PM to 7:30 PM. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. F. Robinson brought to the board a request that was presented by Captain Terry Hopkins for the approval of rolling street closures for a parade on Thursday, September 6, 2007 starting at 2:45 PM to last no longer that 30 minutes for C.R. Richardson Elementary School located at 1215 South "Y Street. The parade will begin at the front entrance of C.R. Richardson Elementary and travel east to 13th Street; travel north on 13th Street to "I" Street; travel west on "I" Street to 12th Street; travel 12th Street south to "Y Street; and finish at the beginning point of 1215 South "Y Street. He explained that the school wanted to do this for ISTEP & Achievement Recognition. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. G. Robinson made a request to the board to approve a curb cut at 2150 Chester Blvd. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. CONTRACTS A. Robinson brought to the board a request that was presented by Police Chief Kris Wolski for the approval of Contract No. 86 -2007 that is a professional agreement with EVault Inc. and the City in the amount of $175.00 a month. He explained that it is an off site facility that provides back up services for the City computers. ANNOUCEMENTS Robinson took this time to make an announcement on changes in the Board of Public Works and Safety meeting schedule. She announced that there would be no meeting on Thursday, September 6, 2007 and the next meeting would be on Wednesday, September 12, 2007 instead of being held on Thursday, September 13, 2007. They will still be held at 5:00 PM. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously. The meeting was adjourned.
