During the first day of construction, it was discovered that the city’s water main (located within Deinhard Lane between Samson Trail and SH-55) was an 8-inch iron pipe more than 40 years old rather than a 12-inch or larger plastic pipe, as was assumed based on previous planning documents. The importance of replacing this water main was described in an email from Nathan Stewart to the City Council on May 14, 2023. Horrocks Engineers has quickly prepared the design plans (in accordance with DEQ requirements) for incorporating this water main replacement into the project. The contractor (Granite Excavation) has been working with our engineering team to negotiate a reasonable change order price. Pricing negotiations are still ongoing, and the project management team will present the final change order price to the Council for consideration at the meeting.  RECOMMENDED ACTION: Pending recommendation from staff, approve water main change order, Increasing the overall contract price accordingly and authorize the Mayor to sign all necessary documents.
