SUMMARY STATEMENT:
Dave Allmen and Kristi Franich (now Allmen) assumed a 20-year lease, with option for another 20-years, on Hangar 106B on July 10, 2007, from Boyd Miller. The original lease to Mr. Miller
is dated January 1992, with another lease to Mr. Miller in 1997. There have been several amendments to said lease. The assumption of Mr. Miller’s lease entered its first of four 5-year
extensions in 2017. The Allmen’s are currently in their second 5-year extension. In lieu of entering extensions to the original lease from 1997, and to clean up multiple amendments
and assumptions, the Airport Manager encouraged the lessee to start a new lease with updated and approved language.
The 2020 Airport Rates and Charges Resolution sets the lease rate at $.3127 per square foot per annum. The hangar and bare ground totals 1,512 square feet. A CPI adjustment will occur
on October 1, 2023, and will be invoiced at the newly calculated rate when annual hangar invoices are issued in November.
David and Kristi Allmen have been provided with a copy of the current lease, current Airport Rules and Regulations, and Airport Minimum Standards. The City Clerk will record the document
and keep a copy for the City’s records. The lessee will pay a $300 new lease fee and a $50 lease termination fee. The new lease has been reviewed by the City Attorney. The Airport Advisory
Committee has reviewed the request and recommends that City Council approve David and Kristi Allmen’s lease termination and approve a new David and Kristi Allmen lease on Hangar 106B.

RECOMMENDED ACTION:
Approve Dave Allmen and Kristi Franich’s lease termination and approve David and Kristi Allmen’s new lease on Hangar 106B and authorize the Mayor to sign all related documents.
