SUMMARY STATEMENT:
The Payette Lakes Recreational Water and Sewer District (District) provided the City of McCall with a draft of Resolution No. 2023-2 on Accessory Dwelling Units (ADUs), not yet adopted
by the Sewer Board, for review and comment. According to the District, the purpose for the updated Policy is not to make policy changes, just legally close some of the loopholes in
the existing policy. The last District Resolution/Policy on ADUs was adopted in 2012 prior to the District annexing the City of McCall’s sewer municipal system. Per the Annexation Agreement
(May 2017) 9.8.2, it states that the District when amending or adopting District Policy shall provide 30 days advanced written notice to receive and consider written requests for the
policy or regulation as relevant to the mitigation of adverse impact or to provide consistency in planning and interaction of the provision of services by the public agencies.
Attached is a Memorandum that provides background, summarized the proposed District ADU Policy, discuss the importance of consistency in planning/services for the public, identifies
concerns or topics for discussion and potential solutions. Also attached is the proposed District Resolution and the Sewer Density Map.
RECOMMENDED ACTION:
Schedule a joint meeting between the City Council and Sewer Board to further discuss and coordinate this important issue and policy work
Draft a letter outlining concerns that are identified by the City Council
