Lake Street (SH55) and Park Street as part of Phase 3B of the City’s downtown core reconstruction project. These federal funds require a local match share of at least 7.34% (approx. $40,311). The original State and Local Agreement for this grant project was approved by City Council in December 2021. The attached Addendum to the original State and Local Agreement stipulates the roles and responsibilities for both the grant agency (LHTAC/ITD) and the City now that final engineering design has been completed and a final engineer’s construction estimate has been approved by LHTAC/ITD. This SLA will cover the construction phase of the project. This agreement has been reviewed by Public Works Director and the City Attorney. LHTAC/ITD has requested return of this signed agreement no later than September 8, 2023. Approving this resolution and associated SLA Addendum will allow LHTAC/ITD to secure the necessary funding so that bidding can commence early this Fall 2023 to ensure the most competitive bidding environment.  RECOMMENDED ACTION: Adopt Resolution 23-20 approving the Addendum to State/Local Agreement for TAP Grant KN 22950, 1st Street, Phase 3B Surface Improvements, between the City of McCall and the Idaho Transportation Department and authorize the Mayor to sign all necessary documents.
