The existing library shelving system is in good condition and much of it will be disassembled and then re-located into the new building. This effort reduces waste and reduces cost. However, the purchase of additional shelves is still required to accommodate the library collection of items in the expanded layout. The current system is manufactured by Highsmith and is one of only a few library-specific shelving system manufacturers. Given the unique and proprietary design of these shelves and our efforts to re-use existing shelves, staff has determined it is essential that Montel be the brand for our additional purchase because it is the only one compatible with the structural design of the existing shelves. This also makes it the most cost-effective alternative. Idaho Statute IC 67-2808.2(III) allows for public agencies to solely source equipment, “where compatibility of equipment, components, accessories, computer software, replacement parts or service is the paramount consideration.” Staff has confirmed with legal counsel that that a sole source certification is required prior to purchasing the new Montel system. Included with this agenda bill is a memo from OEC (Montel’s Idaho vendor) and Resolution 23-27 that formalizes the City’s sole source for expanding the library department’s shelving system. Once approved, there will be a legal public notice in the paper on January 4, 2024. Also attached is the draft Contract for new shelving and installation. Staff and legal counsel will bring the final Contract to the meeting.  RECOMMENDED ACTION: Adopt Resolution 23-27 declaring OEC Works as a sole source provider of Montel Shelving for the Library Expansion Project; approve the Contract with OEC Works for Montel Shelving to be executed on January 18, 2024 provided that there are no written challenges or objections to the sole source procurement received; authorize the Mayor to sign all necessary documents; and allow staff to manage change orders/modifications within 10% of the original Contract amount.
