SUMMARY STATEMENT:
The 5339 Bus & Bus Facilities Infrastructure Investment Program makes federal funds available via Idaho Transportation Department to construct bus-related facilities. Staff recommends
that the City of McCall apply for 5339 funding to improve the public parking area located behind City Hall and the McCall Transit Center. The proposed project will tie into the recent
site improvements at the Senior/Community Center and the parking area scheduled for construction as part of the Library Expansion Project, and include establishment of a bus turn around
route, paving, striping, landscaped islands, lighting, conduit for future EV charging stations, covered bicycle parking, wayfinding, and ADA compliant sidewalk and crossings to/from
the Senior Center, Central District Health (CDH), McCall Transit Center, and City Hall. The total project cost is estimated at $1,569,711, which includes final engineering design and
construction. If funding is awarded, project construction would occur in FY25.
Grant funding can provide up to 80% of the total project cost ($1,255,768) and 20% ($313,943) must be committed as local matching funds. CDH has pledged $44,000 which roughly equates
to 20% of the cost of the project improvements that will directly benefit the McCall CDH facility, the McCall Redevelopment Agency has pledged $100,000, and the balance of local matching
funds ($169,943) would be provided by the City in its FY25 budget allocation process.
Attached are a preliminary project design, cost estimate, support letter from Treasure Valley Transit, and match commitment letters from Central District Health and the McCall Redevelopment
Agency.
RECOMMENDED ACTION:
Approve submittal of a 5339 Bus and Bus Facilities Grant to improve the City Campus public parking lot and authorize the Mayor to sign all necessary documents.
