The TAP program provides grants up to $500,000 for the construction of pedestrian facilities that improve non-driver access to public transportation, schools and/or business centers. A single applicant may submit up to two TAP applications for consideration, for a total request of $1,000,000. A local cash match of 7.34% ($73,400) is required. City staff have met with LHTAC staff and have been encouraged to submit two TAP requests in the coming application round to support design and construction of a bicycle/pedestrian pathway along Wooley Avenue that would connect the existing pathway network terminus at the intersection of Davis Avenue east to the Wooley Boardwalk and the greater pathway system along Spring Mountain Blvd. To access the full $1,000,000 of TAP funding availability, the project would be proposed in two phases that could be designed and constructed simultaneously: a West Phase between Davis Ave. and Ponderosa St. and an East Phase from the Ponderosa St. intersection to the existing Wooley Boardwalk. If awarded, project design and construction would occur between FY25-FY27.
