SUMMARY STATEMENT:
The Public Works Department created a Consultant Roster in 2023. In accordance with our established Purchasing Policy, consultants who have not initially submitted a Statement of Qualifications
(SOQ) for a specific category may be assessed at any point for potential inclusion. The following process, consistent with the City’s Purchasing Policy, to establish the Consultant
Roster is as summarized:
The City received six SOQs from various firms for various categories since the 2023 original roster formation,
A scoring committee of three Staff members (Water Systems Manager, PW Director/City Engineer, and Staff Engineer) was established,
All SOQs were scored and evaluated against the minimum scoring criteria established with the initial Consultant Roster.
Included with this agenda bill are the following: Memo describing the Consultant Roster Categories and Scoring results for all submittals, and the Master Agreement template and travel
policy to be executed with selected firms and effective January 1, 2023. The Master Agreement template and travel policy has been reviewed and approved by legal counsel.
The addition of consultants to the Consultant Rosters will not alter the City’s approved FY24 budget. These rosters will be utilized to secure consultant services contracts for projects
that have been identified in the budget and future projects in future FYs.
RECOMMENDED ACTION:
Authorize Staff to extend and execute Master Agreements with the recommended firms and authorize the Mayor to sign all necessary documents.
