SUMMARY STATEMENT:
During October, the City, with the assistance of Horrocks Engineers, conducted formal bidding for the 1st Street - Phase 3B Surface Improvements construction contract. The first bid
attempt was rejected due to EDA grant funding requiring a minimum of three bids. The project was rebid in mid-November.
The second bid opening will occur on 12/21/23. Staff will come to City Council with a contract recommendation. A contract award will be contingent upon subsequent approvals from TAP
and EDA.
The project consists of surface utility, drainage, sidewalk and streetscape, roadway section, paving and signage and striping improvements. The project also includes improving the 1st
Street Parking lot. Attached are excerpts from the design plans.
This project (Phase 3B) is the second half of Phase 3 of the Downtown Core Reconstruction project. Phase 3A (subsurface utilities) was constructed during summer 2023. Phase 3B will
require ~114 days to construct beginning in mid-May and concluding in mid-October.
RECOMMENDED ACTION: UPDATED 12/27
Approve a contract with Granite Excavation, Inc for the Downtown Core Reconstruction: 1st Street - Phase 3B Surface Improvements in the amount of $2,336,083.12, authorize the Mayor to
sign all necessary documents, and allow staff to manage change orders/modifications within 10% of the original Contract amount.
